In response to questions about consumers reporting unusual and sudden increases in electricity bills, Deputy General Director of Vietnam Electricity Group (EVN) Nguyen Xuan Nam said that after receiving the feedback, EVN has directed power companies to review all customers on this issue.

Review all customers in August

Through review, August 2025 is different from other years in that the first days of August this year were unusually hot, so the system's output increased to a record, reaching 1.084 billion kWh, the highest peak ever, never so high.

Statistics show that there are currently about 3.2 million/31.8 million households with electricity, accounting for more than 10%, with electricity output increasing by more than 30% compared to July.

Therefore, EVN has assigned its corporations to install apps for customers to monitor output fluctuations, and has a hotline that responds very promptly, and through the review process, there are currently no errors as reported.

However, Mr. Nam said there is also fake information, some information is incorrect, or is intended to attract views for online sales, and there is also information with an unknown address for clarification.

In addition, Mr. Nam informed that along with EVN, there are currently organizations that are established, buy wholesale from EVN and then resell to customers at the unit's price. For this part, EVN cannot control when there are 700 wholesale organizations, with the system output accounting for more than 8.59%.

"Currently, EVN is still continuing to review and request the installation of the app, and announce a hotline so that if there is any feedback, EVN will respond immediately. We are implementing electronic meters, so there will be no interference to distort the consumption index. All electricity measurements are done remotely, then transmitted online, there is no need to go to the mechanical meter to measure the consumption index as before" - Mr. Nam affirmed.

EVN is still the electricity supplier with the largest market share.

According to Deputy Director of the Electricity Authority Trinh Quoc Vu, retail electricity prices are applied uniformly to customers nationwide, which means that wholesale and retail electricity units must also comply with selling electricity at prices regulated by the Government .

"The complaints about sudden increase in bills and meter reading issues come not only from EVN's electricity customers but also from customers of these wholesale and retail electricity purchasing units," said Mr. Vu.

According to Mr. Vu, together with the supplier EVN, we have 742 enterprises buying and selling electricity wholesale and retail with a market share of about 8.59%. Thus, the market share according to the commercial electricity output that EVN sells to electricity customers accounts for about 91.4%.

In the near future, with the expansion of the electricity market roadmap to the competitive retail electricity market level, there will be more wholesale and retail electricity buyers competing with each other in the retail electricity market. Therefore, customers will have more choices in choosing a retail electricity supplier.
