Resolution No. 11-NQ/TW of the 13th Party Central Committee has identified viewpoints, goals, tasks and solutions of great significance in promoting strengths and potentials, creating breakthroughs in sustainable socio -economic development, closely linked to ensuring national defense and security of the midland and mountainous regions of the North in the coming time. Accordingly, developing culture and society, improving the material and spiritual life of the people; improving the quality of human resources, especially in ethnic minority areas, are considered as one of the breakthroughs. This requires all levels, sectors and localities to closely follow the policy, have synchronous and flexible solutions to solve problems arising from practice.

While many health stations, especially in communes with many difficulties and a large population of ethnic minorities, cannot attract doctors, in 2020, Dr. Le Thi Thao volunteered to work at Than Sa Commune Health Station (Vo Nhai). This is considered a "bold" decision, because with a background as a general practitioner, well-trained and experienced, Dr. Thao has many opportunities to develop at upper-level medical facilities. Meanwhile, Than Sa is an area with many difficulties, with 99% of the population being ethnic minorities.
Doctor Thao said: I was working in a place with better conditions, when I moved to the Station, I had to get used to the working environment in a difficult area. However, I felt secure in my commitment when the leaders of the District Medical Center not only encouraged and motivated me but also gave me appropriate benefits.
According to Mr. Ha Van Ra, Director of Vo Nhai District Medical Center, who was formally trained at Thai Nguyen University of Medicine and Pharmacy and has many years of experience working at district-level medical facilities, Dr. Thao not only fulfills her role as a doctor at the commune level well, but also handles and treats complicated cases of higher-level medical facilities right at the facility. In Dr. Thao's case, in addition to the reason that she is a local, the preferential treatment in promotion and appointment is the reason that attracted this female doctor born in 1987 to work at the commune-level medical facility.

From Dr. Thao’s story, it can be seen that, in addition to the State’s preferential policies, the sensitivity and flexibility in the management and application of preferential policies, especially in creating sources, promoting and appointing cadres and party members, are also important solutions to attract high-quality human resources to stay in disadvantaged areas for a long time. This is also an open direction that many localities can apply when recruiting excellent graduates, young scientists, etc.
Ms. Thai Thi Thin, Head of the Department of Internal Affairs of Dinh Hoa District, said: In my opinion, it is very necessary to strengthen the mechanism and policies to attract and select people with expertise and skills in mountainous areas, highlands, and ethnic minority areas. Especially, it is important to pay attention to attracting and selecting university and postgraduate graduates who are capable of immediately meeting job requirements to supplement staff for remote areas.
Some opinions also said that, not only should localities flexibly apply incentives, rotation and appointment of cadres from district level to work in mountainous and highland areas, but localities should also create conditions for cadres at commune level, with professional qualifications and capacity to be appointed to higher-level leadership positions...

Immediately after graduating as a medical doctor in November 2022, Ms. Hoang Thi Lan, born in 1995, a Mong ethnic, in Na Sang village, Phu Do commune, was recruited to work at Phu Luong District Medical Center. Lan is the second Mong ethnic in Thai Nguyen to graduate as a medical doctor. The good news is that after a period of working and always striving to improve, in August 2023, she was introduced by her unit to attend a training class for candidates for Party membership.
Ms. Lan shared: In 2015, I entered Thai Nguyen University of Medicine and Pharmacy under the admission system. Because the school always has a very high admission score, if I were not given priority under the admission system, it would be difficult for me to fulfill my dream of becoming a doctor.
Lan's story about an ethnic minority student who fulfilled her dream of becoming a doctor and returned to serve her homeland is inspiring many children in the mountainous villages of the province - where living and studying conditions for children are difficult. Especially at a time when the Thai Nguyen health sector is still "looking" for doctors like now, recruiting an ethnic minority doctor to work in the mountainous areas is very meaningful.
Doctor Nguyen Tuan Trung, Director of Phu Luong District Medical Center, said: With both youth and enthusiasm and being well-trained, Doctor Lan is a potential human resource for the locality. Since September 2023, the Center has transferred Doctor Lan to Phu Do commune to serve the health care work for people in disadvantaged areas.

According to the summary of the Ministry of Home Affairs, the recruitment regime for universities, colleges and intermediate schools in the national education system of the State has improved the shortage in quantity and quality of cadres, civil servants and public employees in ethnic minority and mountainous areas of the province.
Reality also shows that policies such as: Synchronously developing cultural and social fields associated with improving the quality of education and training; completing universal primary and secondary education; investing in and developing the system of ethnic boarding and semi-boarding schools and university preparatory schools; supporting food and accommodation for students in remote areas; continuing to strongly innovate recruitment methods and policies for children of ethnic minorities, especially in particularly difficult areas; promoting vocational training, job creation and supporting start-ups for ethnic minority youth after graduating from university, college and vocational training... are in great need of continued attention from the Party and State.

A team of young, professionally trained workers is a new force with new thinking that can contribute to creating breakthroughs in socio-economic development in difficult areas.
Particularly in Thai Nguyen, the province always pays attention to and creates a favorable environment for cadres, civil servants, and public employees in general and cadres, civil servants, and public employees who are ethnic minorities in particular to develop.
