Desire to access social housing

Coming to learn about the conditions for purchasing social housing at the dialogue and Q&A session with the topic "Social housing: Quick understanding, simple procedures" organized by Ba Ria - Vung Tau Housing Development Joint Stock Company (HODECO), Mr. La Van Son, police officer of Binh Trung commune (Chau Duc district) said that he and his wife and their 6th grade child are living with his wife's parents.

“My biggest wish is still to have a private home for my family. Therefore, in addition to investing in quality social housing areas at reasonable prices, I also hope that investors and banks will have support programs on procedures, legal issues, and preferential loans so that armed forces officers can access them,” said Mr. Son.

Ms. Bui Thi Huyen Van (born in 1990), currently working as a worker at Dai Khong Gian Company Limited (B1 Tien Hung Industrial Park, Phu My City), said that with the current income of the couple, it is very difficult to buy a house at market price. Therefore, Ms. Van hopes to buy social housing at a preferential price, paying in installments with low interest rates within 5-25 years to stabilize her life and work with peace of mind.

In Phu My City, there is a social housing project called Eco Home 1, invested by HODECO, located right on Truong Chinh Street. The project is built on a floor area of ​​25,661.93m² including 1 basement, 13 floors and an attic with a total of 340 apartments. In addition, Eco Home 1 is also connected to amenities such as supermarkets, schools, medical centers, Thi Vai mountain tourist area, etc.

“After coming into operation, the Eco Home 1 project will meet the housing needs of more than 1,000 people living and working in Phu My City. At the same time, it will contribute to joining hands with Ba Ria-Vung Tau province to realize the goal of investing in at least 12,500 social housing units by 2030 as directed by the Prime Minister ,” informed Ms. Nguyen Thi Hong Nhung, Sales Director of HODECO.

In addition to the Eco Home 1 project, in the province there is the Sonadezi Huu Phuoc Residential Area Social Housing Project (phase 1) invested by Sonadezi Chau Duc Joint Stock Company, which has been accepting applications for home purchases since March 2025. Phase 1 of the project is built on a land area of ​​11,677m2, with 210 apartments with areas ranging from 25m2 - 68.5m2 each.

Many support policies

Mr. Tran Quoc Huu, Deputy Head of the Credit Planning Department of the Provincial Social Policy Bank, said that to create conditions for people to have capital to buy social housing, the bank is currently lending at an interest rate of 6.6%/year, which is equal to the lending interest rate for poor households as prescribed by the Prime Minister. The maximum loan term is not more than 25 years.

According to Mr. Khai Quoc Binh, Deputy Director of the Department of Construction, it is now easier for people to access social housing when the Housing Law 2023 takes effect from August 1, 2024 and Decree No. 100/2024/ND-CP details a number of articles of the Housing Law on the development and management of social housing.

The 2023 Housing Law provides more "flexible" regulations than the 2014 Housing Law, expanding the beneficiaries and expanding the conditions for enjoying social housing support policies.

Regarding the conditions for enjoying social housing support policies, the residential conditions when buying social housing only require a number of housing and income conditions, which are specified in more detail in Decree 100/2024/ND-CP. In addition, regarding income conditions, the income level is regulated to be higher than 15 million VND/month for single people and 30 million VND/month if married. Previously, the income condition for social housing buyers was not subject to income tax, equivalent to 11 million VND/month.

The Department of Construction also affirmed that the new regulations of the Housing Law 2023 overcome many shortcomings in the conditions for enjoying social housing policies, have a better impact, and help people in need to easily access social housing. From there, it will promote businesses to invest in developing social housing; solve housing difficulties for people, workers, and laborers in the province...
