Key tasks for sustainable development

In the context of limited state budget and increasing demand for development investment, practicing thrift and combating waste in public investment is not only an urgent requirement but also a measure of the management capacity and sense of responsibility of each level of government. In Yen Bai, this task is being implemented with high determination. Although remarkable results have been achieved, there are still many issues that need to be looked at directly and resolved decisively.

According to the Department of Finance of Yen Bai province, in 2024, the whole province disbursed 4,401 billion VND out of the total capital plan of more than 5,352 billion VND, reaching 82.2%. Particularly for the capital source assigned by the Prime Minister , Yen Bai achieved an impressive disbursement rate: 100.4%. This figure reflects the great efforts of all levels of sectors and local authorities in organizing implementation. However, the disbursement rate is not uniform among capital sources, showing that some "bottlenecks" in investment preparation, document preparation and project management have not been completely resolved.

In fact, at some key projects, the slow progress has caused a considerable waste of resources. A typical example is the Hoa Sen Yen Bai Hotel Commercial Center Project, which started construction in 2016 with the expectation of becoming a modern highlight in the city center.

But after nearly 10 years, the project is still unfinished, most of the finishing, mechanical and electrical, and fire prevention items have not been implemented, causing serious waste of land, investment resources and socio -economic development opportunities.

To rectify this situation, Yen Bai has issued a series of specific action programs and plans. In 2024 and early 2025, the Provincial People's Committee continuously issued decisions such as Decisions No. 200/QD-UBND and 145/QD-UBND to specify the Program on practicing thrift and combating waste. These include emphasizing contents such as strengthening financial and budgetary discipline; promoting publicity and transparency in the establishment, appraisal and allocation of investment capital; and improving the efficiency of using public assets.

Yen Bai also advocates promoting inspection, examination and supervision of public investment. In 2024 and the first 4 months of 2025, there will be many online inspections to reduce travel and meeting costs. Through this activity, the province has proposed financial handling of over 50 billion VND, detecting and disciplining officials and groups that violate the use of public investment capital. Not only at state management levels, some public service units and state-owned enterprises have also pioneered in practicing thrift and systematically combating waste.

For example, Yen Bai Electricity Company has implemented a comprehensive savings program for the period 2021-2025 with 5 groups of contents: construction investment, asset management, resource management, labor and production, and business. The application of the 5S process, cost management, and periodic review of inventory materials and unused equipment has helped the unit reduce costs by an average of 8-10% per year.

Mr. Cao Binh Dinh - Director of Yen Bai Electricity Company said: "Saving and fighting waste is not only a financial task, but also a management culture that we are building throughout the unit. Every officer and employee is imbued with the spirit of effectively using every capital, every equipment, every working hour. We aim to save while still ensuring production and business efficiency, improving customer service and improving the lives of workers. Thanks to that, the Company not only maintains stable operations but also actively contributes to the province's common goal of effectively using public investment capital and State resources".

In addition to the positive results, it is also necessary to frankly acknowledge the shortcomings. These include delays in site clearance, design approval, and budget appraisal, which have prevented many projects from being implemented on schedule. In some localities, the capacity of project management, bidding, and construction supervision of staff is still limited.

Although some projects are legally public, there is no transparent mechanism for people, the press and social organizations to participate in effective supervision. Information technology has not been deeply applied in the process of monitoring, evaluating and adjusting capital plans, causing fragmentation and lack of connectivity. With increasing requirements in public investment management, Yen Bai needs to continue to promote digital transformation in this field.

A transparent online monitoring system that updates progress, volume, costs and results of public investment will not only help people monitor, but also be an effective management tool for authorities. At the same time, it is necessary to organize in-depth training for professional staff on the Law on Bidding, project management and public investment settlement. Another important aspect is to expand the role of the community in monitoring public investment.

The consolidation of community investment monitoring boards in each commune, ward and town not only helps people become real monitoring subjects but also creates motivation for the government to act more effectively and transparently. There needs to be a clear mechanism for receiving feedback, complaints and recommendations from people and announcing the results of handling to create trust in society.

Practicing thrift and combating waste in public investment is a long-term process, requiring determination from leaders, synchronous coordination from all levels and sectors, and active participation from the people. Yen Bai has good foundations for stronger transformation in this field. With high political determination, transparent mechanisms, and effective monitoring systems, it is possible to expect an effective public investment, contributing to realizing the goal of sustainable development of Yen Bai province in the coming period.

Yen Bai has promptly approached and implemented the National Strategy on Waste Prevention and Control for the period up to 2035. Striving to reduce at least 20% of unnecessary administrative expenses, reduce 15% of time to handle procedures related to public investment, and at the same time strengthen supervision and personal responsibility in each specific project.
