The congress was also attended by current and former leaders of Tuyen Quang province ; representatives from the Central Committee of the Vietnam Fatherland Front, the National Assembly's Ethnic Council, the Committee for Ethnic Minorities, and Military Region II; representatives from the provinces of Bac Kan, Cao Bang , Yen Bai, Thai Nguyen, Ha Giang, Phu Tho, Vinh Phuc, and Binh Thuan; and 250 official delegates representing over 474,000 ethnic minority people in Tuyen Quang province.

After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Tuyen Quang Province in 2019, the province's average per capita income reached over 56 million VND/person/year, the poverty rate among ethnic minorities decreased by an average of 7.6%/year; support for building new houses and repairing existing ones reached over 120% of the plan for the entire 2021-2025 period, exceeding the target set by the 3rd Congress of Ethnic Minorities.

To date, 74 out of 122 communes have met the standards for new rural areas; 13 communes have met the standards for advanced new rural areas, and more than 600 infrastructure projects have been and are being built. 100% of communes have paved roads leading to their centers; the percentage of households using the national power grid and other power sources has reached over 99.9%. Nine communes in Zone III and eight communes in Zone II have completed the new rural area construction, becoming Zone I communes.

Preserving and promoting the cultural identity, language, writing system, customs, traditions, and positive traditional beliefs of ethnic minorities is highly valued. A strong political system at the grassroots level ensures political security and social order, contributing to the protection of national sovereignty and border security. Strengthening national unity and enhancing the trust of ethnic minorities in the Party and the State is also crucial.

At the congress, delegates focused on discussing and exchanging best practices and valuable lessons, agreeing on goals, tasks, and key solutions to further promote and improve the effectiveness of ethnic affairs and ethnic policies in the province.

Comrade Hau A Lenh, Member of the Central Committee of the Party, Minister and Chairman of the Committee for Ethnic Minorities, presented flowers to congratulate the Congress.

Delivering a guiding speech at the Congress, Comrade Hau A Lenh, Member of the Central Committee of the Party, Minister and Chairman of the Committee for Ethnic Minorities Affairs, emphasized that the central task in the coming period is for Party committees, governments, political and social organizations, and cadres and Party members to continue to study, raise awareness, and thoroughly understand the viewpoints, policies, and guidelines of the Party and State on ethnic affairs, national unity, and ethnic policies.

Leveraging the province's potential and advantages, focusing resources on socio-economic development, accelerating poverty reduction, building new rural areas, and improving the material and spiritual lives of ethnic minority communities. Simultaneously, focusing on building and strengthening the grassroots political system in ethnic minority and mountainous areas, especially in remote, isolated, and particularly disadvantaged communes.

Focus on preserving and promoting the fine traditional cultural values, tangible and intangible cultural heritage of ethnic minorities; prioritize building and fostering national unity among all ethnic groups.

The Congress unanimously voted to adopt a Resolution outlining several specific tasks and objectives: reducing the poverty rate among ethnic minorities to below 10%; achieving a 50% rate of ethnic minority people of working age receiving vocational training suitable to their needs and conditions; eliminating temporary and dilapidated housing for ethnic minorities; striving for 90% of communes in ethnic minority and mountainous areas to meet new rural standards; ensuring 100% of commune-level administrative units have cultural centers , with over 80% meeting the prescribed standards; and essentially completing the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030.

At the congress, Comrade Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Committee of the Vietnam Fatherland Front, presented flowers to congratulate the congress and donated 80 televisions to Tuyen Quang province. Units, businesses, and philanthropists donated 800 million VND to disadvantaged students in Tuyen Quang province.

On this occasion, Minister and Chairman of the Committee for Ethnic Minorities Affairs, Hau A Lenh, presented Certificates of Merit to one collective and five individuals; awarded Certificates of Merit and Commemorative Medals to five individuals; and 10 collectives and 30 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in implementing ethnic affairs and ethnic policies in the past period.
