Although many preferential policies have been applied such as giving rewards, considering salary increases for excellent workers every quarter, diligence bonuses, skill allowances, etc., the number of new workers still cannot meet the demand. Not only is it difficult to recruit, retaining workers is also a big challenge when many young workers switch to labor export or freelance work, leading to sudden job resignations right during the peak production period. “Currently, the basic salary for insurance for employees of the company is 5.05 million VND, higher than the regional minimum. Including product salary and allowances, the average income of employees ranges from 7.5 to 9 million VND/person/month. At this time, the company's board of directors is considering increasing the basic salary for all employees to retain workers,” Mr. Hoang shared.
Not only MSV Company Limited, many garment and processing enterprises in the city are also facing a labor shortage. In Phong Dien Industrial Park, Phu Bai Industrial Park, Phu Da Industrial Park... everywhere you can see recruitment banners and posters of enterprises. Among them, SCAVI Hue Company is the leading unit in terms of recruitment scale when it continuously announces the need for 1,500 garment workers. Notably, SCAVI Hue is willing to accept unskilled workers, provide free training, pay during the apprenticeship period nearly 3.9 million VND/month, along with the actual income after starting work can reach more than 8 million VND/month.
In addition, to retain workers living far away, this company also supports free accommodation in dormitories, provides transportation for workers living far away, supports childcare costs of 400,000 VND/month, refunds 180,000 VND for entrance health examination fees and gives bonuses of up to 5 million VND for skilled workers.
Similarly, HBI Hue Company currently has about 6,000 employees and is continuing to recruit 500 more sewing workers, training them in sewing in April and May 2025. Although the average income is quite competitive, it comes with many incentives such as supporting 1.5 million VND for new and remote employees, supporting workers to practice sewing with 200,000 VND and giving 500,000 VND to those who introduce workers... Although the recruitment demand is high, many businesses still have difficulty finding enough workers. One of the main reasons is that workers are shifting to labor export, trading or freelance work to take the initiative in time and income.

Faced with the problem of labor shortage, many enterprises are proactively building long-term human resource development strategies associated with on-site training, linking with vocational schools and training centers to ensure a stable supply. Not only focusing on salary and bonus policies, enterprises also pay attention to building a humane working environment, creating career development opportunities, caring for the spiritual life and recognizing the contributions of employees.
Many enterprises apply modern technology, automating some production stages to reduce dependence on manual labor. Mr. Phan Van Hung, Technical Director of CP Vietnam Livestock Joint Stock Company, Hue branch, said that applying the automatic weighing and packaging system has helped the company significantly reduce the number of employees. If previously each production shift required up to 20 workers, now only 2 people are needed to operate the machines to ensure optimal efficiency. "This solution not only reduces labor costs, but also helps the production process to be maintained continuously, increasing productivity and efficiency of the entire chain," Mr. Hung affirmed.
Similarly, thanks to the use of an automatic fabric spreading system, Phu Hoa An Textile Joint Stock Company only needs 2 workers instead of many people like before, and the working time is also significantly faster.
To support businesses in connecting labor supply and demand, the Department of Home Affairs has directed the City Employment Service Center to actively organize job fairs and widely disseminate recruitment information. At the same time, it acts as a bridge to help businesses connect with vocational training centers to access labor resources.
The role of trade unions has also been promoted, becoming an important bridge between employees and enterprises. According to Mr. Le Minh Nhan, Vice Chairman of the Vietnam Fatherland Front Committee of the city, Chairman of the City Labor Federation, through practical programs such as "Union Meals", skill training classes, legal consulting activities, culture - sports, trade unions help employees feel cared for and protected, thereby feeling secure in their long-term commitment. In addition, grassroots trade unions at enterprises also participate in building and proposing human resources policies, improving working conditions, enhancing welfare so that employees feel protected, respected and motivated to stay long-term. "When employees feel cared for and their lives are guaranteed, they will feel secure in their long-term commitment. That is an important factor that helps enterprises retain employees," Mr. Nhan shared.
