A series of projects waiting for land in Nhon Trach
In Nhon Trach district, Dong Nai, there are many large projects that have been and are being implemented, including: Ring Road 3 - Ho Chi Minh City, Phuoc An bridge, road to Phuoc An port... However, some projects in Nhon Trach are stagnant in the construction process due to land clearance problems.
On the Ba Ria - Vung Tau side, Phuoc An bridge has been constructed, while on the Nhon Trach, Dong Nai side, there are still vast forests.
For the Phuoc An bridge project, the total land area to be recovered for project implementation is 18.58 hectares. Of which, Ba Ria - Vung Tau province is 6.87 hectares and Dong Nai province is 11.722 hectares.
Up to now, Ba Ria - Vung Tau province has completed the site clearance work, but the Dong Nai side is still unfinished.
In fact, on the Nhon Trach side, the functional unit has completed the announcement and issued a plan, established a policy framework for land acquisition, compensation, and support; investigated, surveyed, measured, and counted the land. The Dong Nai Provincial People's Committee is also completing the project to convert 2.95 hectares of protective forest land to submit to the Provincial People's Council for approval of the policy to change the purpose of use for this project.
However, the site clearance has not gone smoothly.
The People's Committee of Ba Ria - Vung Tau province has also proposed that the People's Committee of Dong Nai province soon submit to the Provincial People's Council for approval to change the purpose of forest use to another purpose to build Phuoc An bridge. At the same time, it is recommended that Dong Nai province support and direct departments, branches and localities to soon complete the project's site clearance.

A representative of the Cai Mep - Thi Vai Regional Transport Project Management Board (investor) said that the Project Management Board is coordinating with relevant departments and localities to carry out site clearance work in Nhon Trach district, especially converting forest land to build Phuoc An bridge. Efforts are being made to complete the conversion of forest purposes, compensation, and site clearance before June 2024.
At the working session with relevant units on the conversion of forest land to build Phuoc An bridge in mid-March, Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, said that Phuoc An bridge is a very important project, contributing to promoting the connection and economic development of Dong Nai and Ba Ria - Vung Tau.
By June 30, the land must be handed over to build Ho Chi Minh City Ring Road 3.
The Ho Chi Minh City Ring Road 3 project, through Dong Nai, has two component projects: Tan Van Nhon Trach - 1A project and component project 4.
To implement these two component projects, Nhon Trach District, Dong Nai must reclaim about 115 hectares of land from nearly 1,300 households currently using it. Of these, hundreds of households need to be resettled.
Nhon Trach Bridge is being accelerated in construction progress.
For component project 1A (belonging to Ho Chi Minh City Ring Road 3) through Long Tan and Phu Thanh communes (Nhon Trach district), up to now, the Nhon Trach District Land Fund Development Center has only handed over the site to the investor with a total area of about 76.8%. The site handover progress is 9 months behind schedule due to the land being unpaved, affecting the project progress.
As for component project 4, the Nhon Trach District Land Fund Development Center has counted an area of 65 hectares and has just approved the first compensation and support plan. Because the site has been handed over about 10%, the construction is basically at a standstill.
According to the leader of Nhon Trach district, the process of counting and compensating land related to land history must be verified many times. The policy mechanism for compensation, support, and resettlement for people in the project has many changes, requiring consultation with many related functional units, leading to delays.
Regarding Ring Road 3, recently in March, the Chairman of Dong Nai Provincial People's Committee requested Nhon Trach district to speed up site clearance and hand over 100% of the area for project construction before June 30.
In particular, the Nhon Trach - Tan Van section must be completed and handed over no later than March 31.
Phuoc An Bridge project across Thi Vai River connecting Phu My town, Ba Ria - Vung Tau province with Nhon Trach district (Dong Nai province) has a total length of about 4.3km. The total investment of the project is about 4,877 billion VND. The project started implementation in December 2022, expected completion time in 2027. Phuoc An Bridge is also an important link connecting the transport of goods from Cai Mep - Thi Vai port cluster to Dong Nai, Ho Chi Minh City and neighboring provinces, helping to shorten the journey and time of transporting goods, creating traffic synchronization.
The Ho Chi Minh City Ring Road 3 investment project passes through 4 provinces and cities including Ho Chi Minh City, Dong Nai, Binh Duong and Long An. According to the approval decision, the project has a total length of 89km. Of which, the section through Dong Nai is 11.2km long, starting at Vinh Thanh commune, Nhon Trach district and ending at Nhon Trach bridge, connecting Thu Duc city (Ho Chi Minh City). On the route, a 5km expressway will be built connecting component project 1A, Tan Van - Nhon Trach section at the intersection of Provincial Road 25B, with a scale of 4 lanes and a speed of 100km/h.
