Through the "Hand over land first, receive compensation later" campaign, land clearance work for the construction of the Dong Dang - Tra Linh expressway in Trang Dinh district, Lang Son province, has recorded many positive signs.
Recently (November 8th), the District Party Committee, People's Council, and People's Committee of Trang Dinh District held a conference to summarize the results of the intensive emulation campaign and the "Hand over land first, receive compensation later" movement in the land clearance work for the Dong Dang - Tra Linh expressway project.
Construction of the Dong Dang - Tra Linh expressway is underway.
According to the design plan, the section of the project passing through Trang Dinh district has a total length of over 27km, uses nearly 195 hectares of land, and affects 886 households in 5 communes.
To date, the locality has measured and inventoried 100% of the land area to be acquired, advanced 50% of the compensation totaling over 41 billion VND to 365 households, successfully persuaded 882 out of 886 households to hand over the land, achieving over 99.5% of the route length, basically completing the plan assigned by the province.
Mr. Hoang Anh Dung, Permanent Deputy Secretary of the District Party Committee and Deputy Head of the Land Clearance Steering Committee of Trang Dinh District, said that to ensure the progress of land handover, the Steering Committee has assigned tasks to each group to disseminate information and persuade each household that still has concerns about issues related to compensation prices and support policies.
"Following the motto 'close to the people, serving the people,' the district has organized 63 propaganda sessions, helping people understand the benefits of the project and agree to hand over the land for construction," Mr. Dung said.
It is known that recently, Lang Son province also launched a "High-Intensity Emulation Campaign" from October to the end of 2024 to accelerate the progress of land clearance, serving the construction of two expressway projects: Dong Dang - Tra Linh and Huu Nghi - Chi Lang.
The Dong Dang - Tra Linh expressway project has a total length of 121km, a total investment of nearly 23,000 billion VND, and is implemented under the public-private partnership method with Deo Ca Group as the leading investor in the consortium.
The project is divided into two investment phases. In phase 1, the expressway will be built with a length of over 93km and an investment of over 14,300 billion VND, expected to be completed in 2026.
The route starts at the Tan Thanh border gate intersection in Van Lang district, Lang Son province. It ends at the intersection with National Highway 3 in Chi Thao commune, Quang Hoa district, Cao Bang province.
With the strong involvement of local authorities in land clearance work, across the entire project site, contractors have mobilized more than 1,000 personnel and 350 pieces of machinery and equipment deployed on 26 construction fronts, achieving nearly 4% of the contract value.
