Speaking with VietNamNet on the morning of May 27, Ms. Nguyen Thi Tam, Vice Chairman of the People's Committee of Dong Anh district ( Hanoi ) said that after the incident related to teacher D.QT was reported around the end of December 2022, the locality established a working group to verify the incident and separate the salary the teacher received in violation of regulations.
Ms. Tam said that up to now, the interdisciplinary working group of the Dong Anh District People's Committee has drafted a conclusion related to the case of Mr. D.QT, a former teacher at Bui Quang Mai Secondary School, who has not taught continuously for many years but still receives a salary.
According to the draft, the authorities will force Mr. D.QT to leave the industry and collect the money Mr. T. received illegally during the past time. In fact, according to Ms. Tam, Mr. D.QT has also submitted a resignation letter.
“We will take it seriously, resolve everything, verify the amount of money that Mr. T. received wrongly and will collect it according to regulations. At the same time, we will consider the responsibility and handle the individuals involved. We do not cover up, but we must also be thorough in terms of emotion and reason because Mr. T. is also sick and ill. Sometimes Mr. T. goes for treatment for a short time, sometimes for a long time, and only later does it get worse,” said Ms. Tam.
Sharing more with VietNamNet, Mr. Nguyen Kha Dong, Vice Principal of Bui Quang Mai Secondary School, said that the interdisciplinary working group has returned to the school to complete the documents and procedures for Mr. D.QT to leave the industry and at the same time, he must return more than 130 million VND that he had previously admitted to wrongly.
"In fact, Mr. T. had stopped all work at the school before and had also stopped paying his salary since then. According to calculations, the amount of money Mr. D.QT must pay back is about 136 million VND. After the district announces the conclusion, we will send a notice to the higher authorities to continue handling the related individuals," said Mr. Dong.
Vice Chairwoman Nguyen Thi Tam said that, through the incident, the District People's Committee also requested specialized departments and offices to review and learn from experience.
In addition, the entire district is also required to review and arrange teachers according to regulations. At the same time, departments are required to strengthen inspections of schools so that if there are any problems, they can be corrected and lessons learned immediately.
Previously, as VietNamNet reported, teacher D.QT had not taught in class for many years due to health reasons. Mr. Nguyen Kha Dong, Vice Principal of Bui Quang Mai Secondary School, said that teacher D.QT was recruited into the official staff as an English teacher at Bui Quang Mai Secondary School around 1998-1999.
A few years later, Mr. T. had to go to the doctor and did not participate in teaching in class. According to Mr. Dong, at first, this teacher only asked for leave because of a common illness and asked another teacher to teach in his place. But then, the illness gradually got worse and in the last 4-5 years it has become completely serious.
“With the initial symptoms, Mr. T. did not stop teaching, but then his illness gradually became more serious. In the past 4-5 years, whenever his illness improved, he tried to go to school. When he went to get treatment, he stopped, but he almost did not teach.”
The family had to take Mr. T. for treatment, sometimes for a week, sometimes for several months, and sometimes for a whole year.
"Every time he took a leave, Mr. T had a leave request, and when he got better, he went back to work."
At the beginning of this school year, the school also transferred the teacher to another job, not teaching in class to ensure that teaching quality is not affected.
"Mr. T. does not teach full-time or continuously. The school does this to create conditions for him to be able to both seek medical treatment and continue working," said Mr. Dong.
Around December 2022, after some teachers in the school commented on the incident, the school met with Mr. T. and reported the incident to higher management units.
At that time, according to Mr. Dong, the school had asked for the opinion of superiors and persuaded the family to let Mr. T. retire from the industry. The teacher's family also filed a petition about this.
The school then reported the incident to the Department of Education and Training of Dong Anh district and agreed to have Mr. T. leave the industry.
Explaining why, despite not teaching regularly, for many years, Mr. T. was still evaluated by the school as "fulfilling his duties", Mr. Dong said: "His teaching hours were still fully guaranteed because other teachers taught on his behalf."
In response to suggestions that Mr. T. was covered up by the school and still received a salary because he was a relative of the school board, Mr. Dong affirmed that this was fabricated information. “Mr. T. has no relatives at the school,” Mr. Dong said.
