As of 9:00 a.m. on November 18, many areas downstream of the Con River in Tuy Phuoc and Phu Cat districts (Binh Dinh) were still isolated by floods, and many schools were still submerged.
Provincial roads 640, 631, 636 and traffic routes in Phuoc Son, Phuoc Hoa, Phuoc Thang communes (Tuy Phuoc district); Cat Chanh commune, Cat Tien town (Phu Cat district) are still deeply flooded, some places are flooded over 1-1.3 m, traffic is stagnant.

According to local government statistics, about 82 houses in the above communes were flooded from 0.2 to 0.5 meters. On November 17, Binh Dinh province had more than 24,000 students absent from school in Tuy Phuoc, Phu Cat districts, An Nhon town and Quy Nhon city because floodwaters blocked the way to school.

Mr. Bui Van Tho, Principal of Cat Chanh Primary School (Cat Chanh Commune, Phu Cat District), said that the school has notified each parent to let students stay home from school because the main school is still flooded, and the road to the school is 1.3 m deep in many sections.
"The school board planned to hold a meeting with officials, civil servants, and teachers to celebrate Vietnamese Teachers' Day on Sunday (November 19), but it was not possible. Because the floodwaters still flooded the schoolyard, we are waiting for the flood to recede to clean the classrooms, then plan to organize make-up classes and a meeting to celebrate later," said Mr. Tho.
