According to Regulation 96 of the Politburo on taking a vote of confidence for leadership and management positions in the political system, the vote of confidence is conducted periodically in the third year (the year between the terms of party congresses at all levels).
In which, the Central Committee members will take a vote of confidence for the positions elected by the Party Central Committee. The voting is carried out according to the working program of the Party Central Committee.
Regulation 96 also clearly states the titles and positions for which a vote of confidence is taken and the composition of the vote of confidence for each title and position.
Accordingly, the Party Central Committee members will vote for confidence in the positions under the Central Committee's management, including: General Secretary; Standing member of the Secretariat; President; Chairman of the National Assembly and Vice Chairman of the National Assembly who are Politburo members and Secretariat members; Prime Minister and Deputy Prime Minister who are Politburo members and Secretariat members; Minister of National Defense and Minister of Public Security who are Politburo members and Secretariat members; Head of Party committees and equivalents who are Politburo members and Secretariat members; Chief Justice of the Supreme People's Court who is Politburo member or Secretariat member; Director of the General Department of Politics of the Vietnam People's Army who is Politburo member or Secretariat member; Secretary of provincial and municipal Party Committees who are Politburo members and Secretariat members.
Thus, the list of positions that the Central Committee voted on for confidence are Politburo members and Secretariat members.
According to Regulation 96, the results of the vote of confidence are used to evaluate cadres, as a basis for planning, mobilizing, appointing, recommending candidates, dismissing and implementing regimes and policies for cadres.
In cases where more than 50% but less than 2/3 of the votes of confidence are low, the competent authority in charge of personnel management shall remove the candidate from the planning for higher positions; consider removing the candidate from the current position, assigning him/her to another job or resigning, or conduct a vote of confidence according to regulations.
In cases where 2/3 or more of the votes of confidence are low, the competent authority in charge of managing cadres shall remove them from their current positions and assign them to other (lower) jobs without waiting until the end of their term or appointment period.
For those who are voted on in two places, the assessment of the official's confidence will be decided by the competent authority based on the overall review of the results of the vote of confidence in each place.
The results of the vote of confidence for Politburo members and Secretariat members are made public in the Party Central Committee.
Previously, at the 9th Central Conference of the 12th tenure in December 2018, the Party Central Committee conducted a vote of confidence for 21 senior leaders, including 16 Politburo members and 5 Secretariat members. The first vote was conducted at the 10th Central Conference of the 11th tenure in January 2015.
