According to regulations from the Ministry of Health, from 2025 onwards, the list of drugs covered by health insurance will no longer be categorized by hospital type.
Currently, the list of drugs covered by health insurance is categorized by hospital type and level of specialization. However, from January 1, 2025, this regulation will be abolished according to Circular No. 37 issued by the Ministry of Health.

According to Ms. Vu Nu Anh, Deputy Director of the Health Insurance Department (Ministry of Health), Circular 37 abolishes the classification of hospitals in the list of drugs covered by health insurance, and also removes the note regulating the rate and conditions for payment of drugs used for certain facilities.
The new regulations allow healthcare facilities to use the entire list of drugs covered by health insurance, in accordance with their professional scope and diagnostic and treatment guidelines, regardless of hospital category or technical level.
This regulation is expected to encourage healthcare facilities to develop expertise, attract personnel, and enhance healthcare capacity at the grassroots level.
At the same time, this regulation limits the influx of patients to higher-level facilities, reducing the burden on central-level hospitals.
In addition to abolishing drug classification, Circular 37 also adds new regulations on drug reimbursement. Healthcare facilities are reimbursed for drug costs by the Health Insurance Fund in accordance with their scope of professional activities, technical service capabilities, equipment, and personnel.
The circular also stipulates that reimbursement may be granted for medications not indicated or contraindicated in professional literature, but used in emergency situations or when no alternative medication is available after consultation. Flexible regulations for special situations such as natural disasters, catastrophes, or war have also been added.
According to Circular 39, recently issued by the Ministry of Health, the principle of "correct, sufficient, and reasonable" drug use is emphasized. Specifically, this Circular adds many new drugs to the list covered by health insurance, including drugs for treating rare and chronic diseases. This helps reduce the financial burden of treatment for patients.
The drugs in the list are classified and adjusted to prioritize modern treatment protocols, suitable for clinical practice and treatment needs in Vietnam.
Specific regulations on drug bidding procedures aim to minimize drug shortages and ensure reasonable drug prices, helping people access high-quality medicines at low costs.
The program will supplement the range of specialized medications for children, the elderly, and patients with rare diseases. Simultaneously, price support policies for vulnerable patient groups will be implemented.
The health insurance payment process has been improved to reduce processing time, allowing health insurance participants to receive their benefits more quickly.
According to representatives from the Ministry of Health, the new regulations in Circulars 37 and 39 are expected to enhance the benefits for health insurance participants, ensure more effective access to medicines, and contribute to improving the quality of medical examination and treatment services at all levels of the healthcare system.
