According to Clause 1, Article 6, Decree 100/2019/ND-CP, the following violations are subject to on-the-spot fines for motorbikes without the need to make a record.

Specifically, penalties for motorbikes violating the following errors:
- Failure to comply with commands and instructions of traffic signs and road markings, except for some violations such as:
+ Driving a vehicle at a speed exceeding the prescribed speed limit by 5 to under 10 km/h;
+ Stopping or parking vehicles on urban roads, causing traffic obstruction; gathering 3 or more vehicles on roads or in road tunnels; parking or leaving vehicles on urban roads or sidewalks in violation of the law;
+ Not giving way to vehicles requesting to overtake when safe conditions permit; not giving way to vehicles on priority roads or main roads coming from any direction at intersections;
- No signal before overtaking (for example, no horn or turn signal when overtaking).
- Not keeping a safe distance to avoid collision with the vehicle in front or not keeping the distance as prescribed by the sign "Minimum distance between two vehicles".
- Changing direction without giving the right of way to:
+ Pedestrians
+ Wheelchairs of disabled people crossing the street at places with pedestrian crossings
+ Primitive vehicles are traveling on the road reserved for primitive vehicles.
- Change direction without giving way to:
+ Vehicles going in the opposite direction
+ Pedestrians
+ A disabled person's wheelchair is crossing the street where there are no pedestrian crossings.
- Reversing a three-wheeled motorcycle without looking or giving prior signal.
- Carrying people in the car using umbrellas.
- Failure to comply with regulations on giving way at intersections, except for the following violations:
+ Not slowing down and giving way when driving from an alley or side road onto the main road;
+ Not giving way to vehicles requesting to overtake when safe conditions permit; not giving way to vehicles on priority roads or main roads coming from any direction at intersections.
- Changing lanes in an unauthorized location or without signaling.
- Drive in a row of 3 or more vehicles.
- Do not use lights from 7:00 p.m. to 5:00 a.m. the next day or when fog or bad weather limits visibility.
- Avoiding vehicles in violation of regulations; using high beams when avoiding oncoming vehicles; not giving way to oncoming vehicles as prescribed in narrow roads, steep roads, or places with obstacles.
- Honking from 10pm to 5am the following day, using high beams in urban areas and densely populated areas, except for priority vehicles on duty as prescribed.
- Vehicles with priority rights install or use priority signaling equipment that is not in accordance with regulations or use priority signaling equipment without a license issued by a competent authority or have a license issued by a competent authority that is no longer valid according to regulations.
- Making a U-turn in a place where U-turns are not allowed, except for overtaking in a road tunnel in an incorrect place; making a U-turn in a road tunnel.
- Driving below the minimum speed on roads with minimum speed regulations.
Pursuant to Clause 1, Article 6, Decree 100, the above violations will be fined from 100,000 - 200,000 VND.
