In May 2025, a smooth concrete road about 4 km long in village 19, invested from the capital of Project 2 "Planning, arranging, relocating and stabilizing residents in necessary places" under the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2025 (Program 1719), was handed over and put into use, contributing to fundamentally and comprehensively changing people's lives.

Head of Village 19 Lang Thi Oanh said that Village 19 has 97 households, mainly Thai ethnic people. From the capital sources of the national target program, the whole village has 35 households supported to build houses, 12 households have been provided with breeding cows, many households have been provided with water tanks for daily use. In particular, the newly concreted road helps people travel conveniently, agricultural products are easily transported, no longer being forced to lower prices or difficult to buy and sell as before.

Mr. Luong Van Panh's family (Thai ethnic group) is a poor household in village 19, living in a small, cramped wooden house for many years. He and his wife reclaimed 8 sao of land to grow rice, but due to difficulties in irrigation water, the productivity was also unstable. To make ends meet, he and his wife rented more land to grow tobacco, but it was only enough to take care of his elderly mother and send his 2 children to school. The old wooden house had deteriorated over many years of rain and wind, and there were still no conditions to repair or rebuild it.

The unexpected joy came when his family was selected by the village to be on the list of people to build a house with a support fund of 80 million VND. At the same time, his family was also given the opportunity to borrow 70 million VND in preferential credit capital to build a house. It took him a lifetime to build his dream house, so he and his wife also borrowed more to build a 96 m2 house with a living room, 2 bedrooms and a kitchen. In the spacious house, Mr. Panh could not hide his joy: "With a new house, I no longer have to worry about rain leaks and drafts. In recent years, the price of rice and tobacco has been higher than before, the family also has hope to pay off the house loan. By the end of 2025, my family will be out of the village's poor household list."

Sharing the joy of being supported to build a house, Ms. Luong Thi Chinh's family (Thai ethnic group), a poor household in village 19, was also supported with 2 breeding cows to develop production and provided with a water tank from the capital of Program 1719. After more than 1 year of care, her family now has 2 more calves. Ms. Chinh excitedly said: "With the State's support to build a house and provide breeding cows for breeding, my family's life is much more stable than before."

With investment in infrastructure from the planning, arrangement, placement and population stabilization project, the people of village 19 (Ea Rok commune) have had a more stable life than before.

Ea Rok commune was established on the basis of merging 3 old communes including: Ea Rok, Cu Kbang, Ia Jloi, with a natural area of over 544 km2 , including 35 villages, hamlets, with 28 ethnic groups living together with a population of about 29,000 people, of which ethnic minorities account for 67%. The whole commune currently has 2,354 poor households, of which 1,802 poor households are ethnic minorities.

Vice Chairman of the People's Committee of Ea Rok Commune Trinh Van Cuong said that in the past, many villages in the commune were formed by people migrating from the northern provinces to live and do business. After a long time, the local government decided to establish villages and implement support solutions to stabilize people's lives. In particular, in the period of 2021 - 2025, Ea Rok commune was allocated capital from Program 1719 to implement a project to stabilize the population in village 4A (old Cu Kbang commune), with a total investment of 39.8 billion VND to solidify 5.16 km of intra-field roads, build 8 classrooms and 1 multi-purpose house. The project was completed in August 2024. Along with that is the project to stabilize the population in villages 19 and 20 (old Ea Rok commune) with a total investment of 33.3 billion VND, which has solidified 6.63 km of rural roads, built a level III, 2-storey house including classrooms and kitchen of Ea Rok Kindergarten branch. The project was completed in May 2025.

The works invested in construction under Project 2 “Planning, arranging, relocating and stabilizing population in necessary places” have improved rural infrastructure conditions, facilitated the circulation and exchange of goods, effectively served the people’s lives, activities, production and students’ study. In addition, from many combined sources of capital, poor households in the above villages have also been supported with trees, seeds, and technical training to develop production and stabilize their lives.
