Ninh Binh leads the country in integrating the Administrative Procedure Resolution System.

Administrative reform and digital transformation are new driving forces for Ninh Binh

Ninh Binh is strongly implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, combined with the Action Plan of the Provincial Party Standing Committee and Plan No. 02/KH-UBND dated July 9, 2025 of the Provincial People's Committee to carry out the movement "The whole country competes in innovation and digital transformation".

Identifying administrative reform (AR) as one of the important tasks and solutions in the direction and management activities, creating positive changes in many fields and contributing to promoting socio -economic development. Therefore, the provincial leaders of the Department of Home Affairs have synchronously deployed measures, ensuring the progress and quality of PAR measures. In addition, the Department of Home Affairs has advised the Provincial PAR Steering Committee to issue a plan in accordance with the Government's instructions, ensuring that administrative procedures after announcement are publicly posted, clear and scientific.

In Ninh Binh, agencies and units have proactively promoted digital transformation and applied science and technology to improve the effectiveness of State management in the digital environment, as well as connect agencies in the political system. The goal is to utilize digital resources to develop digital government, digital economy and digital society.

Digital transformation in Ninh Binh has brought about remarkable results:

Network connection : 100% of communes and wards in the province are now connected to high-speed Internet and dedicated data transmission networks, while the LGSP (Local Government Service Platform) operates stably and links effectively with the systems of ministries and the National Public Service Portal.

Public service system : All 129 communes and wards have been equipped with online video conferencing systems, connected via a dedicated data transmission network.

Digital signatures and electronic documents : 100% of agencies and units have been granted electronic identification codes and specialized digital signatures. The province has also deployed PKI SIM issuance for 962 individuals and provided digital signatures for 100% of officials and civil servants at the one-stop department.

Work performance : As of August 15, 2025, 663,813 documents have been circulated through the system, of which the rate of digitally signed documents reached 87.64%, with 118,131 documents.

Enterprises and banks actively participate in digital transformation

Enterprises in Ninh Binh also actively participate in the emulation movement, promote the application of science and technology and digital transformation in production and business activities, together with administrative agencies.

The banking sector in the province has also recorded remarkable changes, as credit institutions have implemented cleaning, synchronizing customer data and applying authentication via chip-based ID cards and electronic identification accounts. Banks have also invested in ATMs integrated with modern digital technology, allowing people to perform services such as payment, money transfer, account opening and savings deposits without having to go to the counter.

In addition, banks also raise awareness among staff about the potential and challenges when applying digital technology; basic understanding of artificial intelligence (AI) and types of AI; knowledge of popular AI applications to support work; propaganda and encouragement for people to open accounts and use cashless payment services...

These achievements clearly demonstrate Ninh Binh's strong transformation in promoting digital transformation, contributing to promoting socio-economic development and bringing the province to rise strongly in the digital age.
