Accordingly, the entire natural area and population of Ha Nam, Nam Dinh and Ninh Binh provinces will be arranged into a new province called Ninh Binh province. After the arrangement, Ninh Binh province has a natural area of 3,942.6 km2, a population of 4,412,264 people; there are 129 commune-level administrative units, including 97 communes and 32 wards.
Establishing the Ninh Binh Provincial Party Committee directly under the Party Central Committee on the basis of merging 3 Party Committees: Ninh Binh, Ha Nam, Nam Dinh provinces; appointing the Ninh Binh Provincial Party Committee for the 2020-2025 term consisting of 100 comrades; the Provincial Party Standing Committee consisting of 25 comrades. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Ha Nam province was appointed to hold the position of Secretary of the Ninh Binh Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province (new). Accordingly, the Party Executive Committees of districts and cities in Ninh Binh province (formerly) issued 7 decisions to end the activities of 125 Party Committees of communes, wards and towns (101 communes, 18 wards and 6 towns).
The Party Executive Committees of districts, towns and cities of Ha Nam province (formerly) issued 6 decisions to terminate the activities of 98 Party Committees of communes, wards and towns (65 communes, 29 wards and 4 towns).
The Party Executive Committees of districts and cities in Nam Dinh province have issued 9 decisions to end the activities of 175 Party Committees of communes, wards and towns (146 communes, 14 wards and 15 towns).
The Party Executive Committees of three provinces (Ninh Binh, Ha Nam, Nam Dinh) also issued Decisions on ending the activities of Party Committees at district, town and city levels from July 1, 2025, including: 22 Party Committees at district, city and town levels.
Standing Deputy Secretary of the Provincial Party Committee Dinh Thi Lua also announced the Decisions of the Party Executive Committees of Ha Nam, Ninh Binh, and Nam Dinh provinces on the establishment of Party Committees of communes and wards; Decisions on appointing personnel of the Executive Committee, Standing Committee, Secretary, Deputy Secretary; Decisions on appointing the Inspection Committee, Chairman of the Inspection Committee, Vice Chairman of the Inspection Committee; Decisions on appointing the Chairman, Vice Chairman, Head of the People's Council; Decisions on appointing the Chairman, Vice Chairman of the People's Committee of communes and wards; Decisions on establishing the Vietnam Fatherland Front at the commune level. Accordingly, Ninh Binh province has only 32 wards and 97 communes.
* At the ceremony, authorized by the Politburo, the Secretariat, the National Assembly Standing Committee, the Government, and the Vietnam Fatherland Front Central Committee, Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee, presented the Resolutions and Decisions of the Central Committee to the leaders of Ninh Binh province.
Also at the ceremony, the Standing Committee of the Provincial Party Committee presented the decision to establish Party Committees of communes and wards of Ninh Binh province.
* On behalf of the new Party Secretaries of the commune and ward, comrade Vu Tien Tiep, Party Secretary of Binh An commune, spoke to accept the assignment, expressing his honor and affirming his determination to constantly train his political mettle, moral qualities, sense of responsibility, and practical capacity to successfully complete the assigned tasks, together with all cadres, party members and people to unite, be unanimous, act resolutely, innovate, and be creative for a strongly developing Ninh Binh, in harmony with the nation's spirit of striving.
* Speaking at the ceremony, comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee acknowledged, commended and highly appreciated the efforts, endeavors, consensus and determination of the Party committees, Governments and people of the three provinces throughout the process of preparing and implementing the merger project.
He affirmed: The merger of the three provinces of Ha Nam, Nam Dinh and Ninh Binh is not simply a change of administrative boundaries. This is the strategic vision of the Party and the State, a historic decision of great significance in terms of politics, organization and practice in the process of improving the effectiveness and efficiency of the political system and government apparatus at all levels; creating new development space, exploiting the potentials and advantages of the region, creating new conditions, motivations and mechanisms for localities to develop faster, stronger, more sustainably, and most importantly, to serve the people better. This is an inevitable step, in line with the development trend, meeting the requirements of integration and sustainable development in the new period.
The Politburo and the Secretariat requested that provincial leaders, especially the Provincial Party Secretary, promote the highest sense of responsibility, affirm their mettle, intelligence, dedication, solidarity, dynamism, proactive adaptation to new situations and requirements, dare to think, dare to do, dare to take responsibility for the common good.
He suggested that immediately after today's Conference, we should focus on leading and directing the implementation of tasks, turning challenges into actions and opportunities to affirm the aspiration to rise up, the spirit of innovation and responsibility to the people. In particular, tomorrow (July 1, 2025), all work under the authority of the two levels (province and commune) must be carried out smoothly, without delay or omission, with the consistent goal of serving the people and businesses better. Urgently review and complete all work of assigning, arranging and organizing cadres, civil servants, public employees and workers in agencies and units at the provincial and commune levels; for places where the commune level lacks professional staff, the provincial level must promptly and fully arrange, strengthen, support and help to ensure that all work is operated smoothly. Continue to do well the work of political and ideological education, fully resolve the regimes and policies for the team of cadres, party members, civil servants, public employees and workers according to the guidance of the Central Committee; strengthen propaganda and guidance work so that people can grasp the new regulations and new locations and working methods of the two-level government system; consolidate and maintain the consensus and support of the people for the implementation of two-level administrative units.
Focus on leadership and direction to prepare good conditions for the successful organization of Party Congresses at all levels towards the 14th National Congress of the Party.
Noting that the workload in the coming time is very large, he suggested that Ninh Binh province closely follow the Central Government's directive documents and local practices to proactively coordinate in developing timely and specific action programs and plans; in which clearly define tasks, solutions and roadmaps, implementation progress to achieve results, put the Central Government's major and new strategic policies and orientations into practice.
Emphasizing the difficulties in implementing the policy of restructuring the apparatus and merging administrative units, especially the certain impact on the thoughts and feelings of cadres, civil servants and public employees, and the need to give up habits that have been attached for many years is not easy. But at this time, the spirit of being a role model for the collective and for the common interests of cadres and party members must be demonstrated more than ever. As General Secretary To Lam has directed, the spirit of serving the people must always be put first, ready to go far, change jobs, and even take on new positions.
The Politburo and the Secretariat deeply believe that, with the revolutionary tradition, the will to be self-reliant, self-resilient, dynamic, creative and the aspiration to rise up, the Party Committee, Government and People of the province will unite, act resolutely, overcome all difficulties and challenges, excellently complete the assigned tasks, and bring Ninh Binh province to new heights.
* On behalf of the Party Committee, Government, army and people of Ninh Binh province, comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, respectfully thanked the Central Executive Committee, Politburo, Secretariat, National Assembly, Government, Central Committee of Vietnam Fatherland Front for their affection, attention, leadership and close direction; and thanked the Central committees, ministries and branches for their close coordination, guidance and facilitation throughout the process of implementing the arrangement of administrative units at the provincial and communal levels.
The Provincial Party Secretary emphasized: In the context that Ninh Binh province has just been merged and consolidated, and organized into a 2-level administrative unit; for the comrades appointed to participate in the Provincial Party Executive Committee, the Provincial Party Standing Committee, holding the positions of Secretary and Deputy Secretary of the Ninh Binh Provincial Party Committee for the 2020-2025 term, this is both an honor and pride, and at the same time a great responsibility before the Party Committee, Government and People in the province.

The Provincial Party Secretary emphasized that each member of the Provincial Party Executive Committee will always maintain political courage, be absolutely loyal to the revolutionary ideal, constantly practice moral qualities, fulfill exemplary responsibilities, be the nucleus and center of solidarity in the agency and unit, and strive to excellently complete all assigned tasks to be worthy of the Party Committee's trust and the Central Committee's trust.
The road ahead for Ninh Binh province after the merger of provincial and communal administrative units, and the reorganization and consolidation of the organizational apparatus will have many opportunities and advantages, but also many difficulties and challenges. The Provincial Party Secretary called for solidarity, joint efforts, consensus and determination of the cadres, party members and all the people to build a clean and strong Party organization and political system, promote and effectively exploit the new potentials and advantages of the province, and realize the goal of building and developing Ninh Binh into a growth pole of the Red River Delta; becoming a centrally-run city before 2035. Striving to make Ninh Binh a civilized, modern city with a green, sustainable economic model, with its own identity, on par with famous heritage cities; a creative city of the country and the world, making a worthy contribution to the cause of innovation, integration and sustainable development of the country.
The immediate and most important task is to stabilize the organization of the political system after the merger of provincial and communal administrative units, especially the smooth operation of the two-level government apparatus, ensuring continuity and efficiency in leadership, direction, and administration, maintaining discipline, and serving the people and businesses well. Directing the good organization of Party Congresses at all levels towards the successful organization of the Ninh Binh Provincial Party Congress for the 2025-2030 term.
Seriously accepting the direction of Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee, the Provincial Party Secretary expressed his wish and request to continue receiving the attention, regular leadership and direction of the Central Committee, the effective coordination and support of the Central Committee's departments, ministries, branches and other localities.
