Ninh Binh after merger: Creating opportunities and strength to break through

(PLVN) - On July 1, in Hoa Lu city, the People's Council of Ninh Binh province, term XV, 2021-2026, held the first meeting of the new Ninh Binh province after implementing the policy of merging the three provinces of Ha Nam, Nam Dinh and Ninh Binh according to the Resolution of the National Assembly. Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province Truong Quoc Huy attended and gave a speech.

The three provinces of Ha Nam , Nam Dinh and Ninh Binh are localities with a long history of culture, history and revolution, with similar characteristics and close ties in geography, economy and society. The merger of the three provinces is a major political event, opening a new development period for the central region of the Red River Delta. In the context of the country renewing its growth model, the People's Council of Ninh Binh province needs to enhance its role in policy making, deciding on development orientation and supervising law enforcement in the locality.

At the opening session, Chairman of the Ninh Binh Provincial People's Council Le Quoc Chinh emphasized: The role, position and responsibility of the Provincial People's Council have become more important, especially when new legal regulations have given the Provincial People's Council more authority in deciding local issues.

Accordingly, the Provincial People's Council must constantly innovate its thinking, improve the quality and efficiency of its operations, clearly demonstrate its role as a local state power agency; be the center in policy making, decide on development orientations and closely monitor the implementation of the Constitution and laws in the locality.

Mr. Le Quoc Chinh asked the delegates to uphold their sense of responsibility, promote their intelligence, focus on research, discuss thoroughly, and contribute many practical ideas so that the Session can achieve the best results, creating an important premise for the smooth operation of the local government apparatus and the strong and sustainable development of the province in the new period.

At the meeting, delegates heard the announcement of the number of delegates to the Ninh Binh Provincial People's Council after the arrangement, there are 128 delegates; the announcement of the appointment of Mr. Le Quoc Chinh - Deputy Secretary of the Provincial Party Committee to hold the position of Chairman of the Ninh Binh Provincial People's Council for the 2021 - 2026 term by the National Assembly Standing Committee.

The National Assembly Standing Committee also appointed Mr. Bui Hoang Ha - Member of the Provincial Party Committee Standing Committee; Mr. Dang Thanh Son - Member of the Provincial Party Committee Standing Committee; Mr. Le Xuan Huy - Member of the Provincial Party Committee; Mr. Hoang Van Kien - Member of the Provincial Party Committee; Mr. Mai Thanh Long - Member of the Provincial Party Committee to hold the position of Vice Chairman of the Ninh Binh Provincial People's Council for the 2021-2026 term.

Ms. Vu Thi Kim - Provincial Party Committee member was appointed to hold the position of Head of the Legal Committee; Ms. Nguyen Thi Nhung - Provincial Party Committee member was appointed to hold the position of Head of the Economic - Budget Committee; Mr. Pham Anh Tuan - Provincial Party Committee member was appointed to hold the position of Head of the Cultural - Social Committee of the Ninh Binh Provincial People's Council for the 2021 - 2026 term.

Speaking at the meeting, Mr. Truong Quoc Huy - Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province affirmed that the merger of the three provinces is a strong step in reforming and organizing the state apparatus, a strategic opportunity to expand the space for comprehensive development, supplement and overcome limitations. Thereby creating opportunities and strength to break through, accelerate development, and build the new Ninh Binh province into a dynamic, modern and sustainable development center of the Red River Delta region.

Organizing a two-level local government model requires innovation in thinking and drastic and effective actions of the entire political system, especially the Provincial People's Council - the local State power agency, representing the will and aspirations of the people, a place where intelligence, mettle, and development aspirations converge, a center of solidarity and decision-making for the long-term interests of the people.

The Secretary of the Ninh Binh Provincial Party Committee suggested that the Provincial People's Council should focus especially on key and key tasks such as making more drastic efforts to improve the quality, effectiveness and efficiency of the People's Council's operations; innovating the working methods, ensuring democracy, publicity and transparency in decisions; promoting the supervisory role, especially in the fields of public investment, land, resources and administrative reform to ensure dynamic and effective development. The People's Council must be a bridge between the will of the Party and the aspirations of the people.

Each delegate needs to be exemplary, responsible, close to the people, respect the people, grasp the situation, listen to the thoughts and aspirations of voters to reflect honestly, thereby contributing to the promulgation of policies suitable to reality. The People's Council must accompany the People's Committee and the entire political system in the development strategy to 2030, with a vision to 2045 for Ninh Binh province to become an important growth pole of the Red River Delta region. Strive to become a centrally-run city before 2035; a civilized, modern, sustainable urban area with cultural identity, on par with heritage urban areas and creative cities in the country and internationally.

In the content of the session, the delegates of the Ninh Binh Provincial People's Council listened to and approved the reports on the establishment of Committees of the Ninh Binh Provincial People's Council, term 2021-2026; establishment of the Office of the National Assembly Delegation and the Ninh Binh Provincial People's Council, term 2021-2026; Report on the plan to organize the 2025 regular session of the Provincial People's Council; establishment of specialized agencies under the Provincial People's Committee; and the review report of the Legal Committee of the Ninh Binh Provincial People's Council. With a spirit of democracy and high consensus, the Ninh Binh Provincial People's Council voted to approve 4 draft resolutions.

In the face of increasingly high requirements for the activities of the local government in the context of the country promoting innovation, deep international integration, rapid and sustainable development; the Ninh Binh Provincial People's Council needs to well implement the requirements and plans set out to successfully implement the goals and tasks of socio-economic development, ensure national defense, security, social order and safety, and improve people's lives.
