On November 9, 2022, the 13th Central Executive Committee passed Resolution No. 27-NQ/TW on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period, accordingly, the legal aid sector has specific tasks: Building a network and improving the capacity of the legal aid system to make it easier for people to access the law; enhancing the role, professionalism and quality of legal aid, especially in judicial proceedings; modernizing and enhancing the application of information technology in the legal aid system; expanding the subjects of legal aid in accordance with the country's conditions.

To implement the above tasks, the National Assembly has passed two important laws: the Law on Juvenile Justice (effective from January 1, 2026), which stipulates that people aged 16 to under 18 who are denounced, recommended for prosecution, detained in emergency cases, accused persons, victims, witnesses, persons subject to diversion measures, and prisoners have the right to free legal aid; and the Law on Prevention and Combat of Human Trafficking (amended) (effective from July 1, 2025), victims of human trafficking, persons in the process of being identified as victims, and persons under 18 years of age accompanying victims have the right to free legal aid. Thus, the Party's policy of "expanding the subjects of legal aid in accordance with the country's conditions" is gradually being institutionalized into law.
Entering the new era, the Party and the State have issued many important decisions, including policies and guidelines for legal aid development: Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation. In particular, Resolution No. 66-NQ/TW dated April 30, 2025 on innovation in law making and enforcement and Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development have identified: "Promoting the strong development of the legal service system, legal support, legal aid, so that people and businesses can easily access the law, manage legal risks; applying digital technology, synchronous digital transformation in disseminating, educating the law, providing legal aid"; "Providing free digital platforms, legal consulting services... for small and micro enterprises, business households, and individual businesses".
Resolution No. 66-NQ/TW has set the target: "By 2025, basically complete the removal of "bottlenecks" caused by legal regulations", including the Law on Legal Aid and "By 2027, complete the amendment, supplementation and promulgation of new legal documents to ensure a synchronous legal basis for the operation of the state apparatus according to the 3-level government model".
