The festival took place at the same time as Thanh Ha Communal House was being restored and renovated. Thanh Ha Communal House was ranked as a national historical and cultural relic by the Ministry of Culture and Information, now the Ministry of Culture, Sports and Tourism, in 1989.
Thanh Ha Communal House was formerly located in Thanh Ha village, Dong Xuan commune, Tho Xuong district, Hoai Duc prefecture, Hanoi province, now at No. 10 Ngo Gach, Hoan Kiem ward, Hanoi. The Communal House has a long history and is one of the traditional communal house architectural works with many values in the capital.
The communal house still preserves a number of relics and artifacts rich in types and diverse in materials. Through the changes of time, the communal house is still a witness to history. This is not only a space to worship King Tran Luu - the god who was conferred the title of "Supreme God" by many feudal dynasties, but also a place to connect the community and preserve the traditional cultural identity of the ancient Hanoians. It preserves unique architectural, artistic and folk belief values, contributing to the unique identity of the land of "Thang Long - a thousand years of civilization".

King Tran Luu - a talented general of the Tran Dynasty, who had great merit in protecting the country, suppressing internal and external rebellions, keeping the border peaceful and contributing to building a prosperous Tran Dynasty - 13th century. In the popular consciousness, King Tran Luu is not only a symbol of loyalty and patriotism, but also the embodiment of virtue and humanity, attached to and protecting the people.

When he passed away, Thanh Ha people built a temple and a communal house to worship him and show their gratitude for his merits. Every year, on the 15th day of the ninth lunar month, to commemorate the death anniversary of the Great King, the government and people of Hoan Kiem together hold a solemn incense offering and memorial ceremony - demonstrating the morality of "When drinking water, remember its source", "When eating fruit, remember the person who planted the tree", recalling and remembering the merits of the Great King, being proud of national traditions, consciously preserving and promoting the heritage values of our ancestors.

Over the years, Thanh Ha Communal House has been restored many times, but this restoration and embellishment - with the attention of the Department of Cultural Heritage, the City's Monuments and Landscapes Management Board, the former Hoan Kiem district and the current Hoan Kiem ward, and the cooperation of the Old Quarter community and visitors - has contributed to preserving the original state of the architectural and artistic values, while creating a spacious, clean and beautiful appearance, meeting the cultural and religious needs of the people. This is a vivid demonstration of the Party and State's correct policy on preserving and promoting heritage values associated with sustainable urban development and people's lives.
The organization of the Memorial Ceremony for King Tran Luu is also an expression of deep gratitude to our ancestors. At the same time, the government and people of Hoan Kiem ward clearly show their responsibility to preserve and promote historical, cultural and religious values associated with the life and career of the King. This is not only a way to pay tribute to the past, but also a driving force to foster courage, foster national pride, educate the young generation on the tradition of "remembering the source of water when drinking" and continue to effectively implement the Project "Research on organizing traditional festivals in the Old Quarter and Hoan Kiem Lake area".

Speaking at the ceremony, Ms. Ngo Thi Thuy Duong, Head of the Management Board of Hoan Kiem Lake and Hanoi Old Quarter affirmed: "In the folk consciousness, King Tran Luu is not only a symbol of loyalty and patriotism but also the embodiment of virtue, humanity, solidarity and protection for the people.
Today's incense offering ceremony is an opportunity for the government, people of Hoan Kiem ward, distinguished guests and all visitors from all over to express their deep gratitude to their ancestors. At the same time, they are clearly aware of their responsibility to preserve and promote historical, cultural and religious values associated with the life and career of the Great King.
This is not only a way to show gratitude to the past, but also a motivation to cultivate character, foster national pride, educate the young generation on the tradition of "remembering the source of water when drinking water", contributing to building a Cultural - Civilized - Modern Capital.
