Many major routes have reopened, 39 traffic jams are being handled.

The Ministry of Construction's Civil Defense Command has just issued a quick report on the response to the storm near the East Sea (storm Kalmaegi) and the work to overcome the consequences of especially heavy rain and floods in the Central Central provinces.

According to the Ministry of Construction , units are urgently overcoming the consequences of natural disasters, restoring production, stabilizing people's lives, and at the same time preparing response plans for storm Kalmaegi, which is expected to make landfall in central Vietnam in the next 3-4 days.

Due to the exceptionally heavy rains causing flooding, landslides, and traffic congestion in hundreds of locations, central and local agencies and units have deployed many urgent and synchronous solutions to overcome the consequences.

Up to now, there are still 39 traffic jams, of which 28 are on centrally managed routes and 11 are on locally managed national highways. Of which, there are 28 traffic jams on centrally managed national highways, including 10 in Road Management Area II and 18 in Road Management Area III. In Hue city, there are 10 traffic jams, of which the West branch of Ho Chi Minh Highway has 10 jams (8 newly created) due to landslides on the positive slope, expected to open to traffic on November 4 if the weather is favorable.

Currently, the authorities have diverted traffic from both ends of the traffic jam to National Highway 1. The bridge at Km 396+050 is damaged, and a natural disaster emergency has been declared. In Da Nang city, there are 18 traffic jams, of which Truong Son Dong road (in Da Nang city) has 10 jams and 9 are not yet open to traffic. It is expected that one lane will be opened to traffic on November 5. A landslide at Km 126+350 has completely cut off the road, and the positive side is currently being repaired to open one lane. It is expected that one lane will be opened to traffic at 5:00 p.m. on November 4.

La Son - Hoa Lien Expressway still has 2 completely blocked locations at Km 41+400(P) and Km 42+800(P), expected to open one lane at 2:00 p.m. on November 5. There is still a location with a longitudinal crack, currently closed to traffic. Ho Chi Minh Road section through Lo Xo Pass has opened one lane at all landslide points. However, due to the prolonged rainy weather, the risk of landslides continues to be high, vehicles are advised to travel in the direction of National Highway 19 and National Highway 24 to connect Ho Chi Minh Road in the Central Highlands with National Highway 1. Ho Chi Minh Road West branch still has 5 blocked locations, expected to open one lane at 5:00 p.m. on November 4. National Highway 1 has been opened to traffic, vehicles are moving normally.

On the same day, the Ministry of Construction issued a dispatch requesting its affiliated units and local Departments of Construction to focus on and proactively respond to heavy rain and floods in the Central region, especially responding to storm Kalmaegi (storm No. 13) operating near the East Sea.

According to the National Center for Hydro-Meteorological Forecasting, from the afternoon of November 4, the sea area in the East Sea will gradually increase to level 6-7, then increase to level 8-9; the area near the storm center will have strong winds of level 10-12, gusts of level 14-15, waves of 5-7m high. During November 5-6, the area in the East Sea (including Truong Sa archipelago) and the offshore sea area from Da Nang to Khanh Hoa will likely be affected by strong winds of level 12-14, gusts of over level 17, waves of 8-10m high, and rough seas. All ships and structures operating in the danger zone are likely to be strongly affected by storms, whirlwinds, strong winds and high waves.

To proactively respond to storm Kalmaegi (storm No. 13) and implement the Prime Minister's Official Dispatch No. 206/CD-TTg dated November 2, 2025 on focusing on quickly overcoming the consequences of floods in the Central region, the Ministry of Construction requests agencies and units based on their assigned functions and tasks to continue to direct, guide and support localities to quickly overcome landslides and traffic intersections, ensuring smooth traffic, especially on key traffic axes and routes serving rescue and relief work.

Agencies and units must be ready to immediately deploy measures to respond to typhoon Kalmaegi with the most drastic spirit, proactively from early on, from afar, to ensure the safety of people's lives, limit damage to property of the People and the State, absolutely not to be passive, surprised in any situation. Strictly manage going to sea, maintain regular contact with all ships in the affected area.

Regarding maritime transport activities from Quang Ninh to Khanh Hoa, the Ministry of Construction requested the Vietnam Maritime and Waterways Administration to direct maritime port authorities and inland waterway port authorities to continuously monitor the developments and movement of the storm to notify and guide ships when granting permission to leave port.

Units must count and strictly manage sailings, maintain regular contact with all vessels operating in the storm-affected area, including transport vessels and tourist vessels, to promptly handle bad situations; at the same time, check and guide anchoring at ports, especially in areas around islands...
