Efforts to bring the revised Land Law into life

Implementing Decision No. 652/QD-UBND dated March 28, 2024 of the Provincial People's Committee, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) has chaired many activities to disseminate and popularize the Land Law. Proactively issued a plan to implement the law with 27 legal documents expected to be issued at the provincial level, of which 6 important decisions have been issued so far.

Including Decision 15/2024/QD-UBND dated August 14, 2024 regulating the limits of recognition of residential land use rights, land allocation, and acceptance of transfer of agricultural land use rights; land plot division and consolidation in Quang Tri province; Decision 08/2025/QD-UBND dated February 18, 2025 amending and supplementing a number of articles of Decision No. 15/2024/QD-UBND dated August 14, 2024 of the People's Committee of Quang Tri province regulating the limits of recognition of residential land use rights, land allocation, and acceptance of transfer of agricultural land use rights; land plot division and consolidation in Quang Tri province.

Decision 30/2024/QD-UBND dated December 3, 2024 stipulating the conditions, criteria, scale, and ratio for separating the land area managed by State agencies and organizations into independent projects in Quang Tri province; Decision 14/2024/QD-UBND dated August 14, 2024 promulgating regulations on compensation, support, and resettlement when the State recovers land in Quang Tri province; Decision 38/2024/QD-UBND dated December 30, 2024 stipulating the procedures for short-term land lease in Quang Tri province; Decision 04/2025/QD-UBND dated March 15, 2025 amending Decision 49/2019/QD-UBND on the price list of land types periodically for 5 years 2020-2024 in Quang Tri province; Decision 38/2024/QD-UBND dated December 30, 2024 regulating the procedures for short-term land lease in Quang Tri province; Decision 04/2025/QD-UBND dated March 15, 2025 amending Decision 49/2019/QD-UBND on the price list of land types periodically for 5 years 2020-2024 in Quang Tri province.

Pursuant to Decision No. 652/QD-UBND dated March 28, 2024 of the Provincial People's Committee on Promulgating the plan to implement the 2024 Land Law in Quang Tri province, the Department of Agriculture and Environment issued Plan No. 1185/KH-STNMT dated April 2, 2024 on assigning tasks to implement the law.

Thereby, timely dissemination of land law policies, especially new and important provisions of the law to raise awareness and effective implementation of land law policies. The Department of Agriculture and Environment has organized training on VBDLIS software for leaders and specialists of units with land management functions at all levels.

In particular, legal reporters were sent to disseminate the 2024 Land Law and documents detailing the law's implementation in 7/10 districts, towns and cities in the province. The People's Committee of Dong Ha city and Cam Lo and Trieu Phong districts organized online conferences to disseminate the 2024 Land Law and documents detailing the law's implementation.

The Provincial Land Registration Office organized a workshop to study and research cadastral mapping and registration, granting certificates of land use rights and ownership of assets attached to land according to the provisions of the 2024 Land Law...

Compared to the 2013 Land Law, the 2024 Land Law has institutionalized many new contents of important breakthrough nature, contributing to the goal of perfecting institutions and policies, improving the effectiveness and efficiency of land management and use such as: land use planning and planning; land recovery, compensation, support, resettlement; land allocation, land lease, permission to change land use purposes; land finance, land prices.

Land registration, issuance of land use right certificates, ownership of assets attached to land; land policies for ethnic minorities; land investigation, assessment, protection, improvement and restoration; development of land information system and database; decentralization, delegation of authority, promotion of administrative procedure reform in the land sector, enhancement of responsibility of local authorities at all levels in land management and use; supervision, monitoring and assessment of land management and use.

The 2024 Land Law has basically resolved the difficulties and inadequacies pointed out in the process of summarizing the implementation of the 2013 Land Law, meeting the requirements of socio-economic development in the period of accelerating industrialization and modernization of the country, developing a socialist-oriented market economy, and deeply integrating internationally in line with the 4.0 Industrial Revolution; promptly meeting the aspirations of the people; contributing to the economical, effective and sustainable use of land resources in the new period.

Through the practical implementation of the revised Land Law in 2024, the People's Committee of Quang Tri province has reported to the Ministry of Agriculture and Environment a number of existing problems and shortcomings such as continuing to complete the system of documents guiding the implementation of the Land Law in a complete and timely manner.

Review and promptly adjust conflicts and overlaps between laws and documents guiding law implementation in a synchronous and specific manner.

In the coming time, Quang Tri province will continue to organize propaganda and widely disseminate to all classes of people to basically grasp the core contents of the law, new points, and suitable points of the law, thereby applying and strictly complying with the provisions of the law on land.
