Striving to Realize Double-Digit Growth Target - Part 2: Creating Strategic Infrastructure for Development

Da Nang City currently has 2 international airports, 3 large seaports, a key railway station... along with a digital infrastructure system, tourism infrastructure, creating a new urban infrastructure. So the requirement is that the city needs to connect synchronous infrastructure and the role of regional connectivity is indispensable.

Synchronous infrastructure development

On August 27, the No. 5 location of the Da Nang Free Trade Zone officially started. The project is invested by Sun Group with a total investment of over VND 808 billion on an area of ​​90 hectares. The project is oriented to become an international integrated tourism center.

The main items include a duty-free shopping complex, a luxury hotel and resort, a conference and exhibition center, and modern cultural and entertainment spaces.

The project is expected to create a new economic growth pole for Da Nang. At the same time, it will enhance the city's tourism competitiveness and create thousands of quality jobs.

On the same day, the items of the Ba Na - Suoi Mo urban and eco -tourism complex were also started with cable car line No. 9 and a cluster of resort hotels, entertainment houses, and multi-purpose performance houses.

On August 19, the Da Nang Downtown high-end cultural, entertainment and commercial service complex project was started by Sun Group with a total investment of about 79,790 billion VND and a scale of 76.92 hectares, including: Cultural and entertainment park, theater, commercial area, green park by the Han River and the 69-storey iconic tower, the tallest in the Central region.

Mr. Nguyen Van Binh, Chairman of the Central Region of Sun Group Corporation, said that the project will create a new symbol worthy of the position and strength of the new Da Nang, helping the city exploit the potential of the night economy to attract domestic and foreign tourists, comparable to world-famous complexes such as Clarke Quay or Marina Bay Sands in Singapore.

Previously, on June 22, Vinpearl Joint Stock Company held the groundbreaking ceremony for Lang Van Tourism and Urban Resort Complex with a total investment of nearly 45,000 billion VND.

According to Vice Chairman of the Board of Directors and General Director of Vingroup Nguyen Viet Quang, the project is not only a resort destination, but also a journey to create a new symbol. The project will be systematically planned according to a multi-functional model, with reasonable construction density, prioritizing the preservation of natural landscapes, honoring indigenous beauty and creating an ideal, classy living space.

It can be seen that the city's tourism infrastructure is being reshaped with many large-scale projects that are iconic not only in Vietnam but also internationally.

Along with new projects, Da Nang currently has 2 international airports, 3 large seaports, key railway stations... for convenient trade connections.

Da Nang Airport is one of three airports in Vietnam that meet international standards, connecting directly with 35 cities in 11 countries and territories with an average frequency of more than 50 flights per day. Chu Lai Airport plays a role in promoting economic development in the Central region.

Currently, Da Nang port is the largest container port in the Central region, with Lien Chieu wharf planned as an international transit port, capable of receiving ships up to 18,000 TEU (20-foot containers). Tien Sa port is one of the largest deep-water ports in Vietnam, convenient for international trade; Chu Lai port (Tam Hiep port area) is expanded and upgraded to receive ships with a capacity of up to 50,000 DWT (total tonnage).

In the future, Ky Ha seaport and Chu Lai airport will be expanded, aiming to become regional logistics and aviation centers.

Ms. Tran Thi Thanh Tam, Director of the Department of Finance, said that the city is reviewing and linking the planning of the two localities after the merger to complete the master plan to ensure synchronous and harmonious development, effectively exploiting the potential of the East, West and each region; identifying the dynamic spatial axis of Da Nang - Hoi An - Tam Ky as the backbone of development. In addition, the city mobilizes and effectively uses resources to speed up the progress of dynamic, key projects, inter-regional projects, and expand the marine space in Da Nang Bay.

On July 1, the Military Industry and Telecommunications Group (Viettel) held a groundbreaking ceremony for the Viettel Da Nang high-tech building on the west bank of the Han River with a total investment of about VND3,000 billion. The project is designed to become a high-tech center and an important link in the city's technology infrastructure ecosystem.

Mr. Le Son Phong, Deputy Director of the Department of Science and Technology, said that Da Nang has 1 high-tech park and 3 concentrated information technology parks, along with many other infrastructures being deployed by units such as Viettel Da Nang building and Da Nang Bay of Vietnam Posts and Telecommunications Group (VNPT)... creating a favorable environment for science and technology development.

In addition, the city is implementing the construction of a data center, investing in physical infrastructure, server systems, cloud storage software, centralized storage systems, network devices, security devices, etc. that are synchronous and modern, ensuring information security for the entire system.

Promoting the role of the central dynamic region

The Party and State clearly identified the strategic importance of the Central Dynamic Region (including 3 provinces and cities: Hue, Da Nang, Quang Ngai) through a series of documents: Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045; Decision No. 376/QD-TTg dated May 4, 2024 of the Prime Minister on approving the Planning of the North Central and Central Coast regions for the 2021-2030 period, with a vision to 2050.

Thereby, affirming the key role of the North Central and Central Coast in developing the marine economy, renewable energy and processing and manufacturing industry; concretizing the coastal economic corridor and dynamic growth poles.

Decision No. 376/QDTTg identifies: Da Nang as a national growth pole with the role of a center for innovative startups, tourism - services, high-tech industry, and a regional financial center. Hue is a cultural industrial center based on the foundation of preserving and promoting the value of the ancient capital's heritage and cultural identity, and is also one of the country's major centers for education and training, high-quality healthcare... Quang Ngai develops multi-industry.

According to the Department of Finance, in 2024, the Central dynamic region will contribute 4.64% to the country's GDP (gross domestic product). The region has made its mark by contributing 3-6% to the national economic growth in breakthrough years, demonstrating its role alongside the two "locomotive" cities of Hanoi and Ho Chi Minh City.

Within the region, Da Nang holds the position of "heart", accounting for 2.45% of the country's GDP and contributing over 52% to the Central dynamic region.

According to Associate Professor, Dr. Bui Quang Binh, lecturer at the University of Economics (University of Danang), the development of the Central dynamic region is in the context of implementing 7 strategic orientations to bring the country into a new era, closely following Resolution No. 26-NQ/TW, Resolution No. 81/2023/QH15 of the National Assembly on the national master plan for the period 2021 - 2030, vision to 2050... along with national and regional plans, clearly establishing the strategic role of the region, ensuring compatibility with the country's double-digit growth target.

In particular, it is necessary to fully promote the potential, natural advantages and diverse resources of the locality: Prioritize the development of marine economy, green economy, digital economy, circular economy and night economy based on science and technology, innovation and digital transformation. At the same time, restructure the economy towards increasing the proportion of high-quality industry and services.

At the end of June, the People's Committee of Da Nang City approved the task of "Strategic solutions to promote the role of the Central dynamic region in double-digit growth" in which 7 strategic solutions were identified to promote the role of the Central dynamic region. Specifically: Perfecting institutions; developing infrastructure; increasing capital mobilization for development; effectively exploiting resources; developing human resources; promoting science and technology, innovation; responding to and managing risks and solving environmental and social issues.

In which, Da Nang leads in services - logistics, Quang Ngai maintains the core of heavy industry and Hue ensures the balance of culture - tourism and high-tech agriculture, creating a multi-polar model, which is the foundation for sustainable double-digit growth and value diffusion.
