
Speaking at the opening of the Forum, Comrade Luong Quoc Doan, member of the Party Central Committee, Chairman of the Central Committee of the Vietnam Farmers' Union, emphasized: This is the second dialogue activity this year, after the Forum between the Chairman of the Vietnam Farmers' Union and the Minister of Industry and Trade, to implement the direction of General Secretary To Lam on the sectors and levels to organize "Month of listening to people speak", and at the same time implement the Conclusion of Prime Minister Pham Minh Chinh at the Conference of the Prime Minister's dialogue with farmers in 2024 on strengthening listening and dialogue with farmers.
This Forum is an important and practical activity before the Prime Minister's Dialogue Conference with Farmers in 2025, scheduled to be held in December. Before the Forum took place, there were nearly 1,000 opinions, proposals and recommendations sent to the Ministry of Agriculture and Environment and the Vietnam Farmers' Union, focusing on many major issues of agriculture, farmers and rural areas today.

In particular, the topic group on institutional innovation and administrative procedure reform received many opinions revolving around decentralization and delegation of power, especially in the fields of land, agricultural extension, veterinary medicine, and environment. Many opinions recommended continuing to unlock investment resources in agriculture and rural areas.
The second thematic group focuses on promoting the application of science, technology and digital transformation, especially new technology and artificial intelligence in agricultural production; traceability, agricultural product markets and solutions for developing a green and circular economy.
The third group discussed resource mobilization and production organization, cooperative development, cooperative groups, and chain linkages; many farmers were interested in green credit policies and human resource training for the cooperative economy.
The last group of topics is related to farmers and rural society, aiming at building a civilized, secure and friendly countryside. Some opinions proposed to build a set of criteria "Digital farmers - green farmers - kind farmers" to achieve the goal of "Building a civilized and comprehensively developed Vietnamese peasant class with will, self-reliance, self-reliance, and aspirations to rise up", in line with the orientation in the draft documents of the 14th National Party Congress.
In his opening speech at the Forum, Minister of Agriculture and Environment Tran Duc Thang said that over the past time, the Ministry has been implementing many important policies and guidelines, aiming for a green, efficient and humane agriculture.
First of all, we need to perfect transparent and effective institutions and policies, accelerate the reduction of administrative procedures, expand online public services throughout the process, and create a favorable environment for people and businesses. “We must not only manage, but also empower farmers, cooperatives and businesses to truly become the center of the national agricultural value chain,” the Minister emphasized.
Along with that is strong decentralization, delegation of power, and empowerment of localities and communities in building new rural areas, reducing poverty and developing sustainable livelihoods; transforming the green growth model, circular economy, low emissions, associated with the Project "Production to reduce emissions in the crop sector in the period 2025-2030, vision to 2050".
Minister Tran Duc Thang also emphasized the orientation of rural human resource development - building a class of professional farmers with knowledge, digital skills and legitimate aspirations to get rich; promoting digital transformation and innovation, building a database of raw material areas, growing area codes, traceability systems and online agricultural markets, so that "each field, each Vietnamese product has a digital identity, is transparent and has a brand in the global market".

The Ministry also focuses on developing the private economy and rural enterprises, encouraging investment in green, circular, low-emission agricultural models; at the same time, protecting the agricultural and rural environment, building green, secure, and affectionate living spaces - where each village not only has concrete roads and electricity, but is also a livable place, preserving community identity and happiness.
“The Ministry of Agriculture and Environment will continue to work with the Vietnam Farmers’ Union and localities to listen, synthesize and concretize people’s opinions into practical and feasible policies. We hope to join hands with people, cooperatives, businesses and scientists to create new models - from production to market - so that each policy originates from real life and returns to serve the people,” Minister Tran Duc Thang affirmed.
Speaking at the Forum, Comrade Luong Quoc Doan asked the delegates to speak directly, frankly and openly, to share and find solutions to help farmers enter a new era. Mr. Doan said that issues under the management of the Vietnam Farmers' Union and the Ministry of Agriculture and Environment will be discussed and answered directly; contents related to many sectors and fields will be summarized and reported at the Prime Minister's Dialogue Conference with Farmers in 2025.
The forum "Listening to farmers speak" is one of a series of activities to celebrate the 95th anniversary of the founding of the Vietnam Farmers' Union (October 14, 1930 - October 14, 2025) and towards the Anniversary of the Traditional Day of Agriculture and Environment (November 14, 1945 - November 14, 2025).
