Enhancing the capacity of the collective economic sector

To improve the management and operation capacity of cooperatives, cooperative unions and cooperative groups, the Provincial Cooperative Union focuses on innovating content, methods and training qualified staff to work in cooperatives, creating momentum for the collective economy.

To create conditions for cooperatives to improve their management and operation capacity, consolidate operations, promote production and business development, the Provincial Cooperative Union has coordinated to organize training courses and foster human resources to help cooperative members, cooperative unions, and cooperative groups adapt to the market economy , be flexible and responsive in production and business, and actively contribute to the socio-economic development of the province.

Mr. Le Huy Phong, Vice Chairman of the Provincial Cooperative Union, informed: Every year, the unit has advised the Provincial People's Committee to strengthen the Steering Committee for Collective Economic Development, implementing many policies to support cooperatives in training, trade promotion, application of science and technology, infrastructure investment, land and credit. Since the beginning of the year, the Union has organized 11 training courses for more than 550 officials, members, and employees of cooperatives and cooperative unions, combined with study tours of typical models inside and outside the province, with a total budget of 2.8 billion VND. The training content focuses on guiding the management of records and financial books according to the Law on Cooperatives 2023; production and business processes associated with the value chain and brand building; sales strategies on e-commerce platforms; effective marketing in cooperative operations; solutions to mobilize capital and attract resources to serve collective economic development; policies to support cooperatives and instructions on building profiles and projects suitable to local practices.

The province currently has more than 1,090 cooperatives, 6 cooperative unions, 50 cooperative groups, creating regular jobs for nearly 39,000 workers. There are 3,550 cooperative management staff, of which 649 cooperative, cooperative union, and cooperative group management staff have primary and intermediate qualifications, accounting for 18.28%; 756 people have college and university degrees, accounting for 21.29%; over 50% of accounting staff, members, and workers working at cooperatives have been trained in professional expertise, skills, and production techniques.

After training courses and study tours, many cooperatives and cooperative unions have made significant changes in management and operation; focused on control and accounting; expanded production and business associated with the province's agricultural products. Cooperatives proactively linked with enterprises, companies, and cooperatives inside and outside the province along the value chain, improved input and output quality; signed product consumption contracts; increased access to capital and support policies from the Central and the province; and at the same time declared tax codes and opened accounts according to regulations.

Ms. Lai Thanh Phuong, Director of Tay Bac Eco Cooperative, Gia Phu Commune, informed: After visiting and learning from the experiences of effectively operating cooperatives in the province and based on local conditions, we focused on improving production and business efficiency in the registered fields. At the same time, we built a fanpage, applied AI to create content, promote products and learn English to connect with international customers.

Currently, the Muong Tac yeast wine product of Tay Bac Eco Cooperative has been recognized as a 3-star OCOP. In the past 9 months, the Cooperative has produced 5,000 liters of yeast wine; 200 kg of black garlic; more than 1 ton of dried single garlic and 500 kg of black garlic vermicelli, mainly consumed in Son La, Hanoi, Phu Tho... Revenue is over 800 million VND. The Cooperative is cooperating with households inside and outside the commune, expanding the garlic growing area to 50 hectares to serve processing, targeting health-conscious consumers, while at the same time, creating more jobs for members and local workers.

In addition, the Provincial Cooperative Union supports cooperatives in applying information technology, digital transformation and product promotion. Currently, the cooperative database management software has been deployed, providing accounts to related units. The cooperative product introduction software is integrated with the system, helping to promote, connect supply and demand and support cooperatives in evaluating and reporting online activities.

Cooperatives promote the role of gathering and mobilizing members to innovate thinking, apply science and technology, link production and consumption, improve competitiveness, eliminate fragmented production, move towards a concentrated, large-scale model, contribute to increasing income, shifting labor structure, and promoting local socio-economic development.
