- Sir, the whole country has completed the process of streamlining the local police apparatus from 3 levels to 2 levels. As the head of Lang Son Provincial Police, could you please tell us the basic results of implementing this content?

- After the policy of not organizing district-level police, right from the beginning of 2025, Lang Son Provincial Police urgently, resolutely, and proactively implemented plans and schemes to arrange and mobilize the team of leaders, commanders, officers, and soldiers in accordance with their capacity and expertise, ensuring that the new organizational model goes into operation, without interrupting tasks, and maintaining a stable security and order situation in the area.

From March 1, 2025, together with the whole country, Lang Son Provincial Police will implement the model of not organizing district-level police, arranging the organization of 2-level local police in the direction of "Comprehensive province, strong commune, close to the grassroots" , receiving 4 new tasks transferred from specialized agencies under the Provincial People's Committee, including: State management of testing and granting of road motor vehicle driving licenses from the Department of Transport; State management of judicial records and implementation of public services of granting judicial records from the Department of Justice; State management of network information safety and security from the Department of Information and Communications; Management of drug addiction treatment and post-drug addiction treatment management from the Department of Labor - Invalids and Social Affairs.

Along with that, when implementing the new apparatus model, many tasks from the district-level police were assigned to the commune-level police; the functions, tasks and authority of the commune-level police force were increased, so the Standing Committee of the Party Committee and the leaders of the provincial police focused on leading and directing to organize effective implementation, unified according to the motto of doing better and with better quality. The leadership directed the functional units of the provincial police to promote the role of "commander" according to each force system, review and promulgate regulations, procedures, assign tasks and decentralize according to the new model; assign each leader, commander, and officer in charge of the area to guide, inspect and urge the commune-level police to perform tasks according to the field, coordinate with the commune-level police to manage the area, subjects and resolve initial cases right at the grassroots level, ensuring that all activities are connected, without interruption, discontinuity, and without complications in security and order.

Along with that, continue to guide the implementation of public security work in each field, ensuring unified, synchronous and consistent implementation from the provincial to communal levels with the highest goal of ensuring security and order right from the beginning and at the grassroots level, serving the people better and better.

Reality shows that after more than 1 month of implementing the 2-level Local Police model, the activities of the Police of units and localities in Lang Son province have been stable. All aspects of work have been implemented effectively, promptly, and smoothly from the provincial to the communal level, without any "delayed information, loss of information", effectively serving the direction and operation of the Provincial Police leaders.

- During the implementation process, it is inevitable that there will be psychological problems among the staff. How do you solve this problem in the Provincial Police?

- Any change inevitably has some cases where officers and soldiers have concerns when being transferred or appointed to work at a new unit or new job. Therefore, the Standing Committee of the Party Committee and the Provincial Police Department's leadership have focused on doing a good job of political and ideological education so that each party member and officer clearly understands and trusts and highly agrees with the policy of the Party, the Government, and the Ministry of Public Security on not organizing district-level police; has a strong political stance, and is ready to accept work according to the assignment and transfer. Along with that, the arrangement of district-level police officers to new positions is considered by the Standing Committee of the Party Committee and the Provincial Police Department's leadership to ensure thoroughness, caution, objectivity, openness, transparency, meeting work requirements and being suitable for their capacity, strengths, and the regulations and guidelines of the Ministry of Public Security.

- According to the orientation of the Ministry of Public Security, the current motto is "Comprehensive province, strong commune, close to the grassroots". So, sir, what are the positive impacts on the practical activities of the Lang Son Provincial Police force after eliminating the intermediate level?

- Streamlining the local police apparatus to operate effectively and efficiently, meeting the requirements of tasks in the new situation in the direction of "Comprehensive province, strong commune, close to the grassroots", continuing to reduce intermediate levels, not organizing district-level police.

The commune-level police have been strengthened to be strong, close to the grassroots, and solve problems right from the start and at the grassroots. This is one of the major policies that has received the attention and support of the people. In a short time, Lang Son Provincial Police have completed a large amount of work, the frequency and effectiveness of security and order work have been comprehensively improved, and the intensity of work has been higher and more drastic.

The Commune Police force has operated effectively, promoting its core role in performing the task of fighting against crime and law violations at the grassroots level; enthusiastically guiding and resolving administrative procedures for organizations and citizens quickly and conveniently. Along with proactively grasping, analyzing, forecasting the situation, promptly advising, proposing to handle and quickly resolve complicated cases related to security and order, strengthening the state management of social order, the Commune Police force has also promoted participation in social security activities... which have been recognized by the Party Committee and government, and supported by the people.
