On the morning of November 4, at the Presidential Palace, President Luong Cuong, Chairman of the National Defense and Security Council, Commander-in-Chief of the Armed Forces, presided over the ceremony to present the Decision to appoint the position of Director of the General Department of Politics of the Vietnam People's Army, and promote the ranks of General and Senior Lieutenant General to three senior military officers.

Attending the ceremony were Politburo members: Standing member of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung; Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac; Minister of National Defense , General Phan Van Giang.

Party Central Committee Secretary, Head of the Party Central Committee's Propaganda and Mass Mobilization Commission Trinh Van Quyet; Party Central Committee member, Deputy Prime Minister Mai Van Chinh; Party Central Committee members, Party Central Committee members who are leaders of central departments, ministries and branches also attended.

At the ceremony, authorized by the President, Comrade Nguyen Hoang Anh, Deputy Head of the Office of the President, announced the President's Decision to appoint Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, to the position of Director of the General Political Department of the Vietnam People's Army, and at the same time promote the rank from Senior Lieutenant General to Senior Lieutenant General; announced the Decision to promote the rank from Lieutenant General to Senior Lieutenant General for the comrades of the Party Central Committee, Deputy Ministers of National Defense: Nguyen Van Gau and Le Duc Thai.

Presenting the decision and speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong warmly congratulated the three comrades on their appointment to positions and promotion to the ranks of General and Senior Lieutenant General.

The President affirmed that this is the recognition and appreciation of the Party, the State, the Central Military Commission and the people for the great contributions and dedication of comrades in the cause of building and defending the Fatherland. This is also the joy, honor and pride of the Central Military Commission, the Ministry of National Defense, all officers and soldiers of the Vietnam People's Army, individuals, families and hometowns of comrades.

The President pointed out that the three comrades who were appointed and promoted are excellent cadres of the Party, State and People's Army; all received basic, systematic training, and matured from units and bases; were trained and tested through many different positions, fields and working environments. Regardless of the conditions and circumstances, the comrades always showed themselves to be cadres with steadfast political will, pure revolutionary ethics; exemplary, dedicated, responsible; always completing well and excellently all assigned tasks. During their work, the comrades have achieved many outstanding achievements and feats, and have been awarded many noble prizes by the Party, State, Central Military Commission, Ministry of National Defense and international friends.

The President emphasized that in the coming time, the world and regional situation is forecast to continue to develop very complicatedly. Peace, cooperation and development are still the main trends, but are facing unprecedented challenges; strategic competition between major countries is becoming increasingly fierce.

Domestically, after nearly 40 years of renovation, our country has achieved great and historic achievements, but is also facing many difficulties and challenges, hostile forces, and political opportunists who have intensified their sabotage activities with increasingly sophisticated and direct plots and tricks. Non-traditional security challenges, especially natural disasters, epidemics, and climate change, are evolving very complicatedly.

Assessing that the situation is posing increasingly new demands on the armed forces in the task of building and defending the Fatherland, the President requested the comrades who have just been appointed and promoted to continue to promote the glorious tradition of the heroic Vietnam People's Army, the qualities of "Uncle Ho's Soldiers"; continue to preserve revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the people; unite and be closely attached to cadres, soldiers and people; continue to study, cultivate and train to always be worthy of being talented and exemplary leaders and commanders, strive to overcome difficulties and challenges, and excellently complete all tasks entrusted by the Party, State and people.

The President requested the three comrades, together with the Central Military Commission, the Ministry of National Defense, and the leadership of the General Department of Politics, to focus on building a truly strong, revolutionary, disciplined, elite, and modern People's Army; proactively coordinate in building an all-people national defense and a all-people national defense posture, associated with a solid people's security posture and a "people's heart" posture; ensure that the People's Army is always a political force and a fighting force that is absolutely loyal and trustworthy to the Party, State, and people; firmly protect the Fatherland in all situations; contribute to maintaining a peaceful and stable environment for national construction and development.

On behalf of the comrades who were appointed and promoted to military rank, General Nguyen Trong Nghia expressed his deep gratitude to the Party and State, directly the Central Executive Committee, the Politburo, the Secretariat, and the Central Military Commission, for their constant attention, leadership, direction, training, fostering, assignment of tasks, training, and testing; the Central departments, comrades, teammates, colleagues, and the people have always paid attention, helped, coordinated, and created all conditions to successfully complete the tasks entrusted to them by the Party, State, Army, and people.

Thoroughly grasping and imbued with Uncle Ho's teachings on the ethics of a General and the President's directives, General Nguyen Trong Nghia vows to always be exemplary in his perception and actions; to be absolutely loyal and maintain the four unchangeable principles in Party building and army building; to always be receptive and strive to build a strong political stance, revolutionary ethical standards of cadres and Party members, and the noble qualities of "Uncle Ho's Soldiers"; to maintain solidarity, discipline, order, and improve leadership and direction capacity with the spirit of innovation and creativity, daring to think, daring to do, daring to take responsibility, and to fulfill duties and tasks well.

General Nguyen Trong Nghia affirmed that he will, together with the Central Military Commission, the Ministry of National Defense, and the General Department of Politics of the Vietnam People's Army, thoroughly grasp and synchronously and effectively implement the Resolution of the 14th National Party Congress and the Resolution of the 12th National Party Congress of the Army, worthy of the trust and love of the Party, State and people./.
