(LĐ online) - Previously, our country's economy operated under a centralized, bureaucratic, subsidized planning mechanism. From 1986 to now, it has been a period of comprehensive innovation, both in the structure and operating mechanism of our country's economy, towards eliminating the centralized, bureaucratic, subsidized planning mechanism, forming a socialist-oriented market economy (KTTT).
The socialist-oriented market economy is identified by our Party as the general model of our country in the transitional period to socialism. Developing a socialist-oriented market economy is a correct line, viewpoint, and policy of innovation, an inheritance and development of our Party's thinking and theory, highly general, a crystallization of the intelligence and creativity of the entire nation, both theoretically summarizing and having practical significance, reflecting the will and aspirations of the entire Party and people for national development towards the goal of a rich people, a strong country, democracy, fairness, and civilization.
After nearly 40 years of renovation, Vietnam has achieved very important and quite comprehensive achievements, creating many outstanding marks. However, hostile forces have continuously propagated false arguments, distorting and rejecting Vietnam's socialist-oriented market economy. This issue requires a clear-headed identification and resolute struggle to refute false views and distortions of the guidelines and policies of our Party and State.
The socialist market economy is a research and demonstration of both theory and practice of socialism in today's era. This is also a breakthrough in the theoretical thinking of our Party in the renovation period, an objective choice, in line with the general trend of the world economy. However, when referring to this economic model, some arguments argue that the market economy and socialist orientation are like "water and fire", they cannot be combined. They assert: the market economy belongs to capitalism, that the market economy is not compatible with socialism, the transition to the market economy is the transition to capitalism, that it is just a "socialist cloak" for the content of capitalism, that it is "a beard of this man on that woman's chin", "the head of Ngo and the body of So". Some people even compare the market economy to a "hungry tiger", and the socialist orientation is a "young rabbit", if left together, the market economy will eat the socialist orientation.
Reality shows that the above-mentioned concepts, if not malicious arguments of hostile forces, are also one-sided concepts of people who do not receive information. Perhaps, these views have their theoretical roots in the post-industrial social theory raised in the 60s of the 20th century. This is a baseless distortion because historical reality shows that since the division of society into classes and the emergence of the state, the economy in any country has been subject to the political orientation of a certain class in society. That is the class that holds state power, through the state, the ruling class sets out policies to protect its interests, first of all economic interests. Indeed, if the capitalist market economy is oriented by the politics and state of the bourgeoisie, aiming to achieve the goal of maximum growth to best serve the interests of the bourgeoisie, the socialist-oriented market economy is oriented by the politics of the working class - a class whose fundamental interests are unified with the interests of the working people and the entire nation. Therefore, one of the unique features of the socialist-oriented market economy is that economic growth must be associated with the implementation of social progress and justice in every step, every policy and throughout the development process, without sacrificing progress, social justice and the environment to pursue economic growth alone.
The history of the formation and development of human society shows that: Market economy is not identical or a unique product of capitalism, it is a highly developed achievement of human civilization, it cannot and has never been the monopoly of capitalism. This means the equality of all countries with different political regimes, in which socialist countries can use this economic model to promote socio-economic development according to their own purposes. Although the development of market economy is closely linked to the stages of development of capitalism, it is not synonymous with capitalism. Market economy exists and develops when production and exchange of goods develop widely in the economy on market principles, that is, commodity-money relations, prices formed on the market and determined by supply-demand relations on the market... Market economy exists and develops in capitalism and in socialism. Therefore, the market economy is compatible not only with capitalism but also with socialism. It should not be considered as just “borrowing” or using the market economy as a foreign element, standing outside the economic development model. It should be emphasized that: the market economy is also a method of economic development based on market principles with state regulation. It cannot decide the nature and development direction of a social regime. The nature of the political and social regime determines the nature of the market economy.
It can be affirmed that only by effectively developing a modern market economy can Vietnam successfully carry out a shortened industrialization process. The market economy must be a sustainable internal factor in the general socialist-oriented economic model in our country. The socialist-oriented economy in our country cannot be a non-market economy.
The Party's new thinking on the overall structure of the economic development model, expressed and developed in the documents of the 6th, 7th, 8th, 9th, 10th, 11th, 12th and 13th National Party Congresses, is clear enough in its basic and principled orientations. In particular, the Platform for National Construction in the Transitional Period to Socialism, approved by the 7th National Party Congress, has explained the scientific and practical basis for the objective necessity of choosing the path of building socialism, analyzed the characteristics of the nature of socialist society and general viewpoints on socio-economic development in the direction of socialism in our country.
Inheriting and developing the awareness of the socialist-oriented market economy through the Party Congresses since the renovation until now, the Political Report of the 13th Congress assessed: “The awareness of the socialist-oriented market economy is increasingly complete. The legal system, mechanisms and policies continue to be improved in accordance with the requirements of building a modern market economy and international integration. Market factors and types of markets have gradually developed synchronously, linked with regional and world markets. Many barriers to market participation have been removed, the investment and business environment has been significantly improved, creative startups and business development are quite vibrant. State-owned enterprises have been gradually rearranged and reorganized to be more effective; the private economy has been increasingly affirmed as an important driving force of the economy; the collective economy has been gradually innovated in association with the market mechanism; the foreign-invested economy has developed rapidly, and is an important part of our country's economy”.
However, the XIII Congress Document affirmed: “The socialist-oriented market economy institution still has many problems and shortcomings. Institution building capacity is still limited; the quality of laws and policies in some areas is still low. The investment and business environment is not really open and transparent. There has not been a breakthrough in mobilizing, allocating and effectively using development resources. The institution for developing and coordinating regional economies has not received attention and has been slow to be concretized by law, so regional linkages are still loose.”
Therefore, the comprehensive and synchronous completion of the socialist-oriented market economy institution in the coming years needs to focus on unifying and raising awareness of the development of the socialist-oriented market economy; building an independent and self-reliant economy; and improving the effectiveness of international economic integration. At the same time, it is necessary to clearly recognize that the arguments distorting the nature of the socialist-oriented market economy model in our country today by hostile forces are all aimed at deviating from socialism in the development of the market economy, thereby deviating from the orbit of building socialism in our country. It is necessary to be extremely alert in identifying and resolutely fighting and refuting wrong views, continuing to maintain faith in the path that our Party and People have chosen.
