Assigning personnel to perform duties of Principal of Pham Ngoc Thach University of Medicine

Vice Chairman of Ho Chi Minh City People's Committee signed a decision to assign personnel to perform the duties of Principal of Pham Ngoc Thach University of Medicine.

Today (May 12), the Vice Chairman of the Ho Chi Minh City People's Committee signed a decision to assign responsibility for leadership, management, operation, financial transactions and performance of duties of the Principal of Pham Ngoc Thach University of Medicine.

Accordingly, the Ho Chi Minh City People's Committee assigned Mr. Nguyen Dang Thoai, Party Committee member, Vice Principal of Pham Ngoc Thach University of Medicine, to be in charge of leading, managing, operating activities, conducting financial transactions and performing the duties of the Principal of Pham Ngoc Thach University of Medicine until a decision is made to appoint the Principal of Pham Ngoc Thach University of Medicine according to regulations.

The decision takes effect from the date of signing and promulgation. The Chief of Office of the Ho Chi Minh City People's Committee, Director of the Department of Home Affairs, Pham Ngoc Thach University of Medicine, heads of relevant units and Mr. Nguyen Dang Thoai are responsible for implementing the decision.

At the request of the Director of the Department of Home Affairs in Submission No. 162/TTr-SNV dated May 12, 2025. This Decision is based on Conclusion No. 1315-KL/TU dated May 11, 2025 of the Standing Committee of the Ho Chi Minh City Party Committee on personnel work at Pham Ngoc Thach University of Medicine; based on Official Dispatch No. 543-CV/DU dated May 11, 2025 of the Standing Committee of the Ho Chi Minh City Party Committee on personnel work; based on Decision 1699/QD-UBND dated May 3, 2025 of the Chairman of the Ho Chi Minh City People's Committee on the authorization, assignment of leadership and management of the work of the Ho Chi Minh City People's Committee.

Previously, on April 4, the Ho Chi Minh City Party Committee's Inspection Commission announced that it had reviewed and disciplined 1 party organization and 3 party members. Of which, Mr. Nguyen Thanh Hiep, Principal of Pham Ngoc Thach University of Medicine, was disciplined by the Ho Chi Minh City Party Committee's Inspection Commission with a warning.

According to the disciplinary decision, Mr. Nguyen Thanh Hiep is Deputy Secretary of the Party Committee, Vice Chairman of the University Council, Principal of Pham Ngoc Thach University of Medicine, former member of the Executive Committee of the Party Committee of the University and College Bloc of Ho Chi Minh City (from August 2022 - August 2024).

From August 2022 to August 2024, as Deputy Secretary of the Party Committee of Pham Ngoc Thach University of Medicine, term 2020 - 2025, Mr. Hiep is jointly responsible for the shortcomings and violations of the Party Committee of Pham Ngoc Thach University of Medicine.

As Deputy Secretary of the Party Committee and Principal of Pham Ngoc Thach University of Medicine, Mr. Nguyen Thanh Hiep had shortcomings and violations. Specifically, Mr. Nguyen Thanh Hiep lacked responsibility in implementing 6 resolutions of the Party Committee of Pham Ngoc Thach University of Medicine. The leaders implemented and made decisions that were not in accordance with the principles and regulations on the appointment and reappointment of management officials.

Mr. Nguyen Thanh Hiep lacked responsibility in implementing working regulations, the principle of democratic centralism and the responsibility to set an example for cadres and party members. Mr. Nguyen Thanh Hiep organized domestic and international working delegations with incorrect composition and job requirements. He lacked responsibility in inspection and supervision, allowing many party members and employees to commit shortcomings and violations.

According to the decision of the Ho Chi Minh City Party Committee's Inspection Committee, Mr. Nguyen Thanh Hiep's violations caused bad public opinion among cadres and party members, reducing the prestige of the Party Committee, Pham Ngoc Thach University of Medicine and his own prestige.

Most recently, the President of Pham Ngoc Thach University of Medicine has issued many urgent documents in a row related to the 2025 Basic Professors' Council. On the evening of May 9, the Party Committee of Pham Ngoc Thach University of Medicine unanimously revoked the President's decision to establish an inspection team for the activities of the Science and Training Council, related to the proposal to establish the Basic Professors' Council in 2025. The Party Executive Committee requested the President to seriously criticize, learn from experience and send a review report.
