In addition to Chairman Nguyen Van Duoc, the Standing Committee of the Ho Chi Minh City People's Committee also has 6 Vice Chairmen: Mr. Nguyen Van Tho, Mr. Nguyen Loc Ha, Mr. Bui Xuan Cuong, Mr. Nguyen Van Dung, Ms. Tran Thi Dieu Thuy and Mr. Bui Minh Thanh.

According to the decision, Mr. Nguyen Van Tho was assigned as Permanent Vice Chairman of the Ho Chi Minh City People's Committee. Mr. Tho is 57 years old, has a bachelor's degree in economics, a bachelor's degree in law, and a senior degree in political theory.

Mr. Tho worked for a long time in Ba Ria - Vung Tau province before merging with Ho Chi Minh City from July 2025. Accordingly, Mr. Tho held the positions of Deputy Chief Inspector of the province, Head of the Provincial Party Committee's Internal Affairs Committee, Secretary of the Xuyen Moc District Party Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee from December 2019.

Regarding general management, Permanent Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho will direct, handle daily documents and work, deploy, monitor and urge the implementation of working regulations and weekly, monthly, quarterly and annual work programs of the Ho Chi Minh City People's Committee.

At the same time, direct the Office of the Ho Chi Minh City People's Committee in working relations with the Office of the President, the Government Office , the offices of ministries, branches, central agencies, the Office of the City Party Committee, the Office of the National Assembly Delegation and the Ho Chi Minh City People's Council, and report important issues to the Chairman of the Ho Chi Minh City People's Committee.

Regarding specific tasks, Mr. Tho assists the Chairman of the Ho Chi Minh City People's Committee in directing the fields of national defense, security, and internal affairs; directly directs the Office of the Ho Chi Minh City People's Committee, the Ho Chi Minh City Inspectorate, the Department of Justice, the Department of Ethnicity and Religion, the Ho Chi Minh City Youth Volunteer Force, the 27.7 One Member Co., Ltd. and a number of public service units under the Ho Chi Minh City People's Committee in the former Ba Ria - Vung Tau area.
