Strive to have no overdue VAT refund files by the end of May

Regarding problems related to value-added tax (VAT) refunds, the Tax Department directed that from April 15 to 29, tax branches must organize dialogues and work with associations, businesses, and investors to resolve and promptly resolve them.

The Tax Department ( Ministry of Finance ) has just issued a document directing regional tax branches, departments and divisions of the Tax Department to resolve problems related to VAT refunds.

According to Mr. Mai Son, Deputy Director of the Tax Department, the tax authority has recently implemented electronic tax refunds effectively at a rate of 99%. Of which, about 86% of VAT refund dossiers subject to pre-refund and post-inspection have been quickly processed by the tax authority within 6 working days from the date of receiving complete dossiers from taxpayers.

However, according to taxpayers' feedback, in some localities, the progress of processing VAT refund dossiers is still slow, not meeting the time requirements as prescribed.

To improve the efficiency of VAT refunds and create maximum convenience for businesses and investors, the Tax Department requires heads of regional tax branches, heads of departments and units under the Tax Department to review businesses exporting goods, services and investment projects in the area.

Proactively guide and support businesses and investors right from the tax declaration stage, preparing tax refund application files to ensure completeness and compliance with regulations, avoiding taxpayers encountering difficulties and problems during the implementation process.

In addition, heads of regional tax branches, heads of departments and units under the Tax Department direct functional departments to review and synthesize all outstanding VAT refund application dossiers.

Classify records by group of subjects and items, especially key export items such as textiles, footwear, wood and wood products, agricultural products, seafood, iron and steel, electronic components, etc.

Clearly identify difficulties, obstacles and deadlines for resolving each file. Arrange adequate human resources, assign specific tasks; organize weekly monitoring and progress checks.

Strive to have no overdue files by the end of May, except for high-risk files and files suspected of tax fraud that are being verified and inspected.

For taxpayers with a good compliance history, qualified records, and no signs of risk, the Tax Department will issue tax refunds within the prescribed time limit.

For high-risk records, with signs of fraud, invoice trading, and tax refund fraud, the tax branches must coordinate with the authorities to inspect and verify. The tax branches must issue a notice to the taxpayer and coordinate the handling after receiving the conclusion of the authorities.

Tax departments assign officials to manage and support businesses, directly guide taxpayers; organize dialogues and work with associations, businesses and investors from April 15 to 29 to remove obstacles and promptly resolve issues within their jurisdiction.
