"Dear leaders, former leaders of the Party, State, Vietnam Fatherland Front , leaders of Committees, Ministries, branches and localities;

Dear leaders and former leaders of the Inspection sector through the periods;

Dear delegates and comrades!

Today, in the atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party, we solemnly organize the 80th Anniversary of the Traditional Day of Vietnam Inspectorate (November 23, 1945 - November 23, 2025). This is a special milestone, not only to review the glorious tradition of the Inspectorate, but also to affirm the stature, position and mission of inspection work in the cause of building, developing and protecting the Socialist Republic of Vietnam.

On behalf of the Party and State leaders and with my personal feelings, I would like to send my warmest regards and best wishes to all leaders, cadres, civil servants, public employees, and workers of the Inspection sector through the years, as well as to the distinguished delegates and guests.

Dear comrades,

Right from the early days of the country's founding, President Ho Chi Minh signed Decree No. 64 on November 23, 1945, establishing the Special Inspection Committee - the predecessor of the current Vietnamese Inspection sector. He advised: "Inspectors are the eyes and ears of superiors, friends of subordinates"; "Inspectors are like mirrors for people to look at their faces, a blurred mirror cannot reflect on them." That was not only an instruction on professional work, but also a motto for training the ethics, mettle, and personality of inspectors - a profession with a unique character, requiring both determination and humanity; honesty and understanding.

After 80 years of construction, development and growth, the Vietnamese Inspectorate has been part of the glorious historical journey of the country. During the resistance wars against France and the US, despite the harsh war conditions, inspection organizations still operated, contributing to maintaining discipline and order, ensuring that all resistance and national construction policies were implemented fairly and strictly. During the period of innovation and integration, inspection officers continued to be an important force in protecting the integrity of the state apparatus, preventing, detecting and handling violations, especially corruption, waste and negativity.

It can be said that wherever there is inspection work, discipline is established, trust is strengthened, and the law is respected. That is the pride of 80 years of history - 80 years of affirming the mettle, intelligence, loyalty, and devotion of the inspection staff to the Party, the State, and the People.

In recent times, the Inspection sector has been more proactive and determined, advising the Party and State on many mechanisms, policies and strategic solutions in the work of preventing and combating corruption, waste and negativity; organizing many large-scale thematic inspections, focusing on areas prone to violations, making an important contribution to the work of Party building and rectification.

The work of receiving citizens, handling complaints and denunciations has been innovated in methods, improving the quality of coordination with ministries, branches and localities; many pending, complicated and prolonged cases have been resolved, contributing to social stability, ensuring the legitimate rights and interests of the people, thereby contributing to stabilizing political security, social order and safety, and strengthening the people's trust in the Party, the State and the political system of our country.

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee and Conclusion No. 134-KL/TW dated March 28, 2025 of the Politburo and the Secretariat, the Inspection sector has proactively arranged and streamlined the apparatus, improved the effectiveness and efficiency of operations; perfected institutions, strengthened administrative discipline, contributing to the effective operation of two-level local governments, and better served the people.

The achievements and contributions of the Inspection sector over the past 80 years have been recognized by the Party, the State and the People, and have been awarded many noble awards such as the Gold Star Order, the Ho Chi Minh Order, the First Class Independence Order, the First Class Labor Order and many other glorious emulation titles. This is the pride, the foundation and the motivation for the Inspection sector to continue to move forward steadily in the new stage of development.

Dear comrades,

Our country is entering a new stage of development, with the aspiration to build a strong, prosperous and happy Vietnam, aiming to become a developed, high-income country by 2045. Rapid, strong development, deep integration, along with economic, social, technological and environmental challenges, pose higher and more comprehensive requirements for the inspection work - the agency that plays the role of ensuring integrity, efficiency and fairness in state management.

Today, inspection is not only a tool to detect violations, but also an institution that creates transparency, promotes innovation, and protects social stability and trust. Good governance requires a strong monitoring mechanism; and the Inspection sector is the pillar of this mechanism.

With that vision, the Inspection sector needs to continue to comprehensively innovate, strongly modernize, link inspection work with development goals, put the people at the center of all activities, and aim to build an honest, effective, and people-serving administration. I would like to suggest some key orientations and tasks for the Inspection sector in the coming period:

Firstly, thoroughly grasp the Party's guidelines and policies on building and rectifying the Party and the socialist rule-of-law State; effectively implement the Resolution of the 14th Party Congress, concretize the spirit of innovation, rapid and sustainable development. The Government Inspectorate Party Committee needs to focus on developing the Project "Strengthening the Party's leadership over inspection work, meeting the requirements of preventing and combating corruption, waste and negativity" - in which clarify the mechanism, content and methods of Party leadership in the inspection field, ensuring the Party's comprehensive leadership, while respecting the principles of independence, objectivity, publicity, transparency and compliance with the law.

It is necessary to consider inspection work, citizen reception, complaint and denunciation settlement, and anti-corruption, waste, and negativity prevention as key political tasks, closely linked with the work of Party building and rectification and building a socialist rule-of-law state that is honest, creative, and serves the people.

Second, strongly innovate the thinking and methods of inspection. Inspection is not only to detect and handle violations, but also to prevent, create and promote development. Each inspection must aim at a dual goal: early detection of violations to protect public assets, while creating conditions to remove difficulties and obstacles for organizations, businesses and people.

Preventing and combating corruption, waste and negativity is not only to handle violations, but also to clean up the investment environment, strengthen trust, promote economic development, and ensure healthy and transparent competition.

Inspection work needs to shift its focus from “handling violations” to “early, remote prevention”, combining administrative inspection with thematic inspection, and on-site inspection with digital data analysis. Inspection must be one step ahead, forecasting and warning of risks early, not allowing small violations to accumulate into major ones. All inspection activities must be objective, impartial, transparent, and adhere to the motto: “No forbidden zones, no exceptions, but also no extremes or formalities”.

Third, through the inspection results, it is necessary to strengthen the summary of practices, detect problems, make recommendations for improving institutions, policies and laws, detect and overcome "gaps" and "loopholes" in state management and law enforcement, creating a favorable environment for innovation, creativity and development. This is the highest value of inspection activities in the socialist rule of law state.

Many lessons from practice have proven that a correct, objective, and timely inspection conclusion can help save thousands of billions of VND, remove a series of institutional obstacles, contribute to improving the investment environment, and promote socio-economic development.

Fourth, promote modernization, technology application and digital transformation in the Inspection sector, that is, effectively implement Resolution No. 57-NQ/TW of the Politburo. Focus on building and operating a national database on citizen reception, handling complaints and denunciations; on controlling assets and income of people with positions and powers; interconnect with other national databases such as population, land, finance, banking, etc. Towards carrying out inspection, handling complaints and denunciations, monitoring and handling entirely in the digital environment - transparent, fast, effective and economical.

Fifth, take care of Party building work and build a team of inspectorate officials who are truly honest, courageous, intelligent, and proficient.

Inspectors must be people with “a bright heart, a steady mind, a pure career, and correct actions”; have the courage to protect what is right, fight against what is wrong, and dare to take responsibility for the common good, just as Uncle Ho taught: “Inspectors are like mirrors for people to look at themselves in; a cloudy mirror cannot reflect on them.”

It is necessary to continue to improve the mechanism to encourage and protect cadres who dare to think, dare to do, and dare to take responsibility; promptly reward people of integrity and strictly discipline violators, to create a clean, democratic, and united working environment.

In the process of performing its tasks, the Inspectorate needs to closely coordinate with departments, ministries, branches, and localities, especially agencies in the internal affairs sector, to ensure synchronization, unity, and effectiveness. Party committees and authorities at all levels need to continue to pay attention to leading, directing, and creating favorable conditions for the Inspectorate to perform its functions and tasks well; so that inspection can truly become one of the key tools in building an honest, rule-of-law, and development-creating State.

Dear comrades,

The glorious tradition of 80 years is a source of pride and a valuable asset for the Inspection sector to continue to move forward steadily on the path of innovation, integration and development. I believe that, with the comprehensive leadership of the Party, the management of the State, the support of the entire political system and the People, and the spirit of solidarity, responsibility and dedication of all cadres, civil servants, public employees and workers, the Vietnam Inspection sector will continue to promote its glorious tradition, achieve many great achievements, and make worthy contributions to the cause of building and defending the Socialist Republic of Vietnam.

The Inspectorate must always be the eyes and ears of the superiors, the trust of the subordinates, a mirror reflecting the integrity and fairness of the State, and a solid support of the People for the Party and the regime.

Keeping the inspection mirror clean means keeping the people's trust strong, keeping our public administration clean, effective and efficient.

I wish the Vietnamese Inspectorate to grow stronger and more worthy of the trust and love of the Party, State and People.
