Promote combined strength
Thuan Hoa Ward was established from the merger of 6 old central wards (Phu Hoi, Phu Nhuan, Vinh Ninh, Phuoc Vinh, Truong An and Duc Ward) with a population of nearly 99,000. From that foundation, the Thuan Hoa Ward Party Committee quickly completed the organizational structure, arranged staff, stabilized operations, and promoted the combined strength of the entire political system.
Accordingly, Party building work is given comprehensive attention. The implementation of resolutions and directives, especially the study and following of Ho Chi Minh's ideology, morality and style, is systematically organized, contributing to improving the leadership capacity and fighting strength of the Party organization and Party members. Attention is paid to inspection and supervision work, ensuring internal discipline, promptly handling violations..., thereby continuing to consolidate and contribute to maintaining discipline, building a clean and strong Party organization.
Along with that, the government system was improved and operated effectively according to the 2-level urban government model. Activities of receiving people, handling petitions and administrative reforms were implemented synchronously. The rate of administrative procedures resolved on time reached 100%, public services at levels 3 and 4 increased rapidly, and information technology, digital platforms and artificial intelligence were strongly applied in management and serving people.
The total budget revenue of the ward in the period of 2020 - 2024 reached more than 301 billion VND, an average increase of 8%/year. The service - trade economic structure continues to develop strongly with walking streets, food streets, night streets... creating a vibrant atmosphere for the night economy , contributing to increasing people's income, stimulating tourism and maintaining urban order.
Attention has been paid to urban beautification, land management, and the environment. Many alleys in the area have been expanded thanks to the mobilization of people to donate land; black spots in sanitation and sidewalk encroachment have been addressed; the models of “Green Sunday” and “Sunday for the community” have been widely deployed, creating changes in community awareness.
The cultural and social fields received comprehensive attention. Festival activities, sports, education, health care, and social protection all achieved positive results. The medical station met national standards; the health insurance coverage rate was nearly 100%; the poverty rate decreased to 0.07%; activities to care for people with meritorious services, the elderly, and special children were fully and promptly implemented; security and national defense were maintained. In particular, the ward police and functional forces organized many peak periods to attack crimes, promptly handled complicated situations, ensured social order, tourist safety, and stabilized people's lives.
Laying the foundation for the breakout phase
Entering the 2025 - 2030 term, Thuan Hoa Ward Party Committee determined to develop rapidly, sustainably, and comprehensively on the basis of digital transformation, building digital government, developing green, civilized, modern urban areas, worthy of the central urban area of Hue City under the Central Government.
According to Ms. Le Thi Thanh Binh, Standing Deputy Secretary of the Thuan Hoa Ward Party Committee, the general goal set for the coming term is to build a streamlined and effective Party Committee and political system; promote the strength of the entire people; improve the quality of people's lives; create breakthroughs in developing services - tourism - smart cities - night-time economy. In particular, 5 key programs will be the core of the entire strategy, including: Digital transformation and innovation, private economic development, urban beautification, improving the quality of education and improving people's lives.
To carry out the above tasks, the ward focuses on developing night streets, food streets, walking spaces associated with light art activities, handicraft products, aiming to build a friendly and attractive tourism environment. At the same time, it will complete urban planning in a smart direction, expand traffic routes, invest in underground parking lots, handle flooding points, develop green spots, and improve infrastructure to serve people and tourism.
In education and training, the ward aims to develop a system of key schools with specific mechanisms, expand the scale of schools and classes, invest in smart classrooms, provide skills education, comprehensively develop students and promote foreign language teaching. The health and social security sectors continue to be guaranteed with specific targets, in which the rate of population participating in health insurance is over 99.7%, there will be no more poor households by 2027...
From the achieved results and consensus in the entire political system and the people, Thuan Hoa ward enters a new term with new spirit and new aspirations. Each cadre, party member, and each citizen will be the subject of change, creativity and development, contributing to building Thuan Hoa into a civilized - modern - smart - green and livable urban area.
