Proud of tradition, steady steps towards the future

Hoang Chau commune was established on the basis of merging the communes: Hoang Thang, Hoang Luu, Hoang Phong and the old Hoang Chau with a total natural area of 33.31 km2, population of more than 33,800 people. The new commune with a larger open space will have many development strengths when the basic transportation network is convenient, in the future there will be a coastal road running through the area with the expectation of connecting both banks of the Ma River, connecting with the province's tourist cities. The commune also "owns" an aquaculture area with an area of 1,023 hectares of inner and outer dikes - an advantage for agricultural development, bringing high economic value. Along with that, the locality has 8 historical and cultural revolutionary relics; is the homeland of traditional wrestling festivals with martial spirit, community cohesion, creating a unique identity for the land and people of Hoang Chau.

In the 2020-2025 term, despite many difficulties and challenges, with the spirit of solidarity and unity, the Party Committee, government and people of the commune have focused on leading and effectively implementing tasks, achieving many comprehensive results in all fields. The economy continues to develop stably, maintaining a good growth rate. The average total production value of communes before implementing the policy of merging into Hoang Chau commune in the period of 2021-2025 all exceeded the set plan targets. The economic structure has shifted in a positive direction. The average income per capita in 2025 is estimated at 77.3 million VND/year.

Notably, with the synchronous participation in the implementation of new rural construction, 2 communes before the merger have been recognized as meeting advanced and model new rural standards; 2 communes have basically completed the advanced new rural criteria; 11/30 villages have been recognized as model new rural villages. From the movements, the locality has mobilized and effectively used resources, gradually invested in developing the technical-social infrastructure system, changing the appearance of the countryside. The total mobilized development investment capital for the period 2020-2025 reached about 3,141.7 billion VND.

Education, health care and social security continue to be focused on. The whole commune has 5 schools meeting national standards level 1; 7 schools meeting national standards level 2. The grassroots health network operates effectively. The cultural institution system is invested in, relics in the area are renovated and embellished, contributing to improving the spiritual life of the people. The national defense and security sector is firmly consolidated, political security and social order and safety are ensured.

Clearly identify 4 key tasks and 2 breakthroughs

From July 1, 2025, the administrative apparatus of Hoang Chau commune officially operated according to the 2-level local government model, marking an important shift in organization and operation. The commune Party Committee, consisting of 59 grassroots Party organizations with 1,140 Party members, promptly stabilized the organization, issued regulations, and clearly assigned tasks to people and jobs. The role of key cadres was clearly promoted, demonstrating a high sense of responsibility, dynamism, determination, and timely resolution of difficulties at the grassroots level. That initiative is the foundation for the new apparatus to quickly catch up, operate smoothly, and effectively implement tasks in the context of strong decentralization and delegation of power.

The preparation work for the first Party Congress of the commune, term 2025-2030, was carried out methodically and comprehensively, from summarizing the implementation of the resolution for the term 2020-2025 of the localities before the merger to assessing the advantages and difficulties, organizing the collection of opinions of cadres, party members and people to focus on building documents to submit to the new term congress with comprehensive, synchronous and practical orientations and goals. The direction set out is to strongly promote the different potentials, outstanding opportunities, competitive advantages, cultural values, people and the strength of national solidarity, develop the economy quickly and sustainably on the basis of applying scientific and technological advances, innovation, digital transformation, green transformation, striving for Hoang Chau commune to have urban infrastructure by 2030.

The document submitted to the Commune Party Congress for the 2025-2030 term clearly identified four key tasks and two breakthroughs. First, building a clean and strong Party organization, doing a good job of training, fostering, reviewing, arranging and organizing the staff in the direction of paying attention to using cadres with outstanding capacity, responsibility, dedication to work, meeting the requirements of the tasks in the new situation. Second, taking advantage of natural potential and advantages, developing high-tech, environmentally friendly aquaculture, focusing on investing in infrastructure of key aquaculture areas; supporting farm owners to participate in trade promotion programs, building brands and introducing modern distribution channels to increase value. Third, continue to preserve and promote the value of the historical - cultural relic system, traditional festivals associated with the tradition of studiousness, patriotism, and revolution of Hoang Chau land, contributing to fostering pride, arousing the sense of responsibility, and the aspiration to build an increasingly developed homeland. Fourth, focus on investing in education, improving the quality of schools to meet national standards, meeting the requirements of general education innovation according to the criteria of the Ministry of Education and Training and the criteria for assessing the quality of education associated with advanced new-style rural communes. The two breakthroughs focus on developing infrastructure and digital transformation, focusing on building a land database.

The document submitted to the congress also pointed out the outstanding results, remaining limitations and causes, and at the same time oriented the development of Hoang Chau commune in the next 5 years with many specific solutions, such as: Innovating propaganda work, political education, ideology, ethics for cadres and party members, arousing the spirit of self-cultivation, training and sense of responsibility before the Party and the people. Improving the efficiency of the commune government according to the 2-level local government model, building a streamlined apparatus, operating effectively and efficiently. Building and developing e-government, digital government, realizing the goal of 100% of state agencies receiving and processing work of people and businesses in the online environment. Leading, directing and coordinating the establishment of general planning for the commune, urban planning, as a basis for attracting and implementing works and projects in the commune, mobilizing resources to build a synchronous and modern new-style rural infrastructure.

Believing that, with the motto "Solidarity - Responsibility - Creativity - Development", the consensus from the Party's will to the people's hearts, the 1st Congress of the Commune Party Committee will be a great success, opening a new chapter for development, worthy of the trust and aspirations of cadres, party members and people in the homeland rich in historical, cultural and revolutionary traditions of Hoang Chau.

Key targets by 2030

Strive to recruit 171 party members/5 years; the rate of party committees and branches completing their tasks well each year is on average 90% or more... The average annual growth rate of total product value in the area is 12% or more; the average income per capita/year by 2030 is 102 million VND or more. The average annual total food output is 11,519.4 tons; the value of products per hectare of cultivated land and aquaculture by 2030 is 428.5 million VND. The investment capital implemented in the area in 5 years is 495 billion VND. The average annual budget revenue growth rate is 7% or more. The health insurance coverage rate is 98.4%. The rate of public schools meeting national standards by 2030 is 100%, of which 80% meet level II standards.
