The Standing Committee of the City Party Committee awarded decisions to officials who retired before the retirement age according to Decree 177 and 178 of the Government.

On February 25, 2025, Phong Dien City Party Committee announced the decision to merge the Propaganda and Mass Mobilization Committee into the Propaganda and Mass Mobilization Committee of Phong Dien City Party Committee. Accordingly, Mr. Tran Quang Cuom, Head of the Propaganda and Mass Mobilization Committee, was appointed to assume the role of Head of the Propaganda and Mass Mobilization Committee after the merger.

On March 19, 2025, the Standing Committee of the City Party Committee announced the decision to retire early for 16 officials under the management of the Standing Committee according to Decree 177 and 178 of the Government; including Mr. Tran Quang Cuom.

Mr. Tran Quang Cuom said that if he is at the right retirement age, he has 7 years and 11 months left. He is a cadre working in the field of propaganda, with the task of orienting ideology and propagating mechanisms and policies. For the current institutional revolution of restructuring and streamlining the apparatus, there needs to be pioneer cadres. Therefore, he decided to submit an application for early retirement, partly to facilitate the arrangement of cadres, and partly to make other cadres bold enough to retire early like him.

In the first 14 decisions on early retirement according to Decree 178 of the Government by the Standing Committee of the City Party Committee, there were 6 cases in Phu Loc. All held important positions, heads and deputy heads of units, such as Standing Deputy Secretary of the District Party Committee, Chairman of the Inspection Committee, Chairman of the District Vietnam Fatherland Front Committee. Through recording some opinions from retired cadres, all were unanimous in volunteering to write applications for early retirement.

Mr. Tran Duc Thanh, former Standing Deputy Secretary of Phu Loc District Party Committee, said that after the merger of Phu Loc and Nam Dong districts, there were many redundant cadres. In the coming time, when district-level activities are abolished and commune-level units are merged, there will certainly be more surpluses. He himself realized the significance and important goals of the organization's organization and streamlining, so he volunteered to take the lead. Taking the initiative to retire early is a way for him to create more favorable conditions for the organization when arranging cadres later.

Reorganizing and streamlining the apparatus according to Resolution 18 of the Party Central Committee is a profound and comprehensive institutional revolution in all fields. To achieve common goals, it is necessary to make sacrifices from each cadre. Particularly for leaders, there needs to be a higher determination in operating and leading the unit to effectively implement the requirements for reorganizing and streamlining the apparatus.

Mr. Phan Xuan Toan, member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee, said that the head of each unit needs to be impartial in performing tasks, especially in personnel work; must be truly objective in selecting and considering cadres who retire before the age, or related arrangements; ensure thoroughness in evaluating and selecting cadres, and need to retain capable cadres to continue to stay in the apparatus to perform tasks.

Raise the sense of responsibility

The country in general and Hue City in particular are continuing to reorganize and streamline the apparatus. In the coming time, the steps to merge commune-level administrative units will be implemented to operate on July 1. This work is assessed to have difficulties.

Mr. Vo Le Nhat, Secretary of Phu Xuan District Party Committee, informed: Based on objective assessment and potential for future development, the entire Phu Xuan district from 13 wards was merged into 3 wards. In addition, 1 ward merged with 1 commune of Quang Dien district and 1 ward of Thuan Hoa district to establish a new unit. The plans were highly agreed upon by the district's leadership. The process of collecting people's opinions was carried out quickly and effectively, reaching a rate of nearly 100% of voters participating in voting and approving the proposed plans.

Along with the plan to merge commune-level administrative units, from July 1, the historical mission of the district level will also end when it stops operating. Through understanding, the workload from now until the district level stops operating is very large, and time is urgent. Therefore, at this time, the role of the Party Committee and the head of each agency and unit is even more important in leading and directing the best implementation of tasks, contributing to the success of the work of arranging and streamlining the apparatus.

At the 18th expanded meeting of the City Party Committee (April 18), Party Central Committee member, City Party Committee Secretary, City People's Council Chairman, and Head of the City National Assembly Delegation Le Truong Luu emphasized that the current context of implementing tasks on restructuring and streamlining the apparatus is very urgent, requiring breakthroughs, decisiveness, and unity in implementation. The work of orienting ideology, creating consensus and unity among cadres, party members, and people in implementation is also equally important.

“With so many important and urgent tasks, the role of Party Committee members, Party Committee Secretaries, and heads of each agency and unit is very important. We must uphold the sense of responsibility; focus our efforts and intelligence; be decisive in leadership, direction, and management; clearly define the roadmap and tasks to be performed at each time, clearly assign tasks and responsibilities; and ensure that all requirements are well fulfilled,” Secretary of the City Party Committee Le Truong Luu requested.
