Developing ethical artificial intelligence requires four pillars

Speaking at the opening of the Ministerial Roundtable on AI Governance (the main workshop within the framework of the International Digital Week 2025 held on the morning of October 27 in Ninh Binh), Minister of Science and Technology Nguyen Manh Hung set out the orientation and vision for artificial intelligence governance not only in Vietnam but also globally.

Initiated in 2019, Vietnam International Digital Week has become one of the most prestigious annual forums on digital transformation in the region. In 2025, under the chairmanship of the Ministry of Science and Technology , Vietnam International Digital Week continues to affirm its role as a strategic connection platform, bringing together policymakers, international organizations, experts and leading technology enterprises.

At the event, the outdoor technology display introduced innovative products and solutions in the field of digital transformation and artificial intelligence (AI) of Vietnamese technology enterprises. This is an opportunity for delegates and enterprises attending the event to experience new technologies, while opening up cooperation and investment opportunities for Vietnamese and international technology enterprises.

In his welcome speech, Mr. Pham Quang Ngoc, Chairman of Ninh Binh Provincial People's Committee, expressed his honor when the province coordinated with the Ministry of Science and Technology to organize Vietnam International Digital Week 2025 (VIDW 2025) - a prestigious forum on digital transformation, gathering leaders, international organizations, experts and leading technology enterprises.

Regarding science and technology and digital transformation, Ninh Binh has synchronously implemented the Resolution of the Politburo , built modern digital infrastructure, covered 100% of communes and wards with fiber optic cable, expanded the 5G network, and operated digital government effectively and transparently. The province aims to apply artificial intelligence (AI) in heritage management, digital tourism development, smart transportation, logistics, green agriculture and public administration.

By 2030, Ninh Binh strives to become a centrally-run city with modern industry, high-quality tourism, green urban areas associated with heritage, and among the leading localities in the country in terms of growth and income.

To achieve this goal, the province focuses on scientific and technological breakthroughs, high-quality human resources, and building a comprehensive innovation ecosystem. VIDW 2025 is a valuable opportunity for Ninh Binh to learn, connect with international cooperation, attract high-tech investment and digital transformation.

The province is committed to accompanying the Ministry of Science and Technology, domestic and foreign organizations and enterprises to bring success to Vietnam International Digital Week 2025.

Within the framework of the event, conferences, workshops and forums will be held, focusing on six key topics on 5G, digital infrastructure, artificial intelligence, digital transformation, digital human resources and digital technology enterprises. Notable conferences and forums include: Vietnam-European Union Digital Cooperation Forum, Vietnam-Digital Partnership Forum, Sustainable Telecommunications Infrastructure Development Workshop, ASEAN Conference on 5G and Regional Workshop on AI-based Digital Transformation... In parallel, there will be business connection activities, creating opportunities for participating units to seek cooperation and investment opportunities.

The Ministerial Roundtable on Artificial Intelligence Governance is the highlight of the program. The objective of the Conference is to create a high-level forum for stakeholders to share experiences, initiatives and policies on responsible AI governance. The Conference will contribute to affirming Vietnam’s proactive role, initiatives and commitments in international cooperation on science, technology, innovation and digital transformation.

In his opening speech, Mr. Nguyen Manh Hung, Minister of Science and Technology, emphasized the need to orient the development of artificial intelligence with intelligence and responsibility so that artificial intelligence can truly serve humanity. Artificial intelligence is walking in a narrow corridor. Walking in that narrow corridor is the art of balance, between global and local, cooperation and sovereignty, large technology corporations and startups, technology and application, use and mastery, creation and control, infrastructure.

Sharing Vietnam's vision, the head of the science and technology sector said that Vietnam believes that sustainable AI development needs to be built on four main pillars: strong AI institutions, modern AI infrastructure, AI talent and a human-centered AI culture.

Vietnam is also committed to developing AI that is human-oriented, open, safe, sovereign, collaborative, inclusive and sustainable. In particular, developing an open-source AI ecosystem to enhance transparency, cooperation and innovation.

The open-source AI ecosystem will help small countries and startups to develop and master cutting-edge technology together.

Vietnam has a favorable environment for developing artificial intelligence.

At the event, Mr. Johnathan Bake, Head of Office and Representative of UNESCO in Vietnam, presented the main results from the Readiness Assessment Report (RAM) on AI in Vietnam. This report is part of UNESCO's recommendations on AI ethics, designed to help countries assess their capacity and orientation for AI development in five aspects: legal, social, educational, economic and infrastructure.

The report notes Vietnam's remarkable progress in legal, economic, research and education fields.

Resolution 57 of the Politburo identifies AI and digital transformation as core growth drivers. The Law on Digital Technology Industry 2025 also has a separate legal chapter on AI for the first time.

Economically, the digital economy now contributes 18.3% of GDP, and high-tech exports account for more than 36% of total trade turnover.

Research and education: More than 50 universities have AI-related training programs, showing great efforts in preparing human resources.

However, in addition to the achievements, Mr. Jonathan Baker also pointed out the challenges and gaps that need to be addressed. Especially the shortage of highly skilled AI human resources. "Access to Vietnam's STEM industries is still limited for women, ethnic minorities and people with disabilities. There is still an opportunity to narrow the gender gap in the AI ​​and digital fields in general," Mr. Baker said.

UNESCO makes a series of strategic recommendations on AI development in Vietnam, such as strengthening the legal framework to more deeply integrate AI ethical principles; establishing a National AI Ethics Committee to ensure effective monitoring and coordination.

In terms of human resources, it is necessary to promote public awareness of AI ethics, and attract and develop AI talent with both technical and ethical capabilities. In terms of technology, the report recommends establishing centers of excellence in strategic technology and continuing to invest in large-scale data centers.

Finally, Mr. Jonathan Baker emphasized the importance of building an innovative and ethical AI startup ecosystem, through promoting private investment, supporting startups, especially those led by women and minorities.
