The Ministry of Transport continues to prepare, aiming to complete approval of the investment policy for the high-speed railway project on the North-South axis by 2025.
On April 17, Deputy Prime Minister Tran Hong Ha approved the policy plan, solutions and resources to implement the railway network planning for the 2021-2030 period, with a vision to 2050.
Along with the North-South high-speed railway, the Ministry of Transport is preparing to invest in many new routes such as: Ho Chi Minh City - Can Tho; Bien Hoa - Vung Tau; Cai Mep - Thi Vai; Thu Thiem - Long Thanh; Hanoi - Hai Phong connecting with Lach Huyen port; the route connecting Lao Cai station with Ha Khau Bac station, connecting with China and some other countries; Yen Vien - Pha Lai - Ha Long - Cai Lan.

The Ministry of Transport handed over the dossier of the urban railway project No. 1, Yen Vien - Ngoc Hoi section, to the Hanoi People's Committee for investment research. The Ministry also coordinated with Hanoi to determine the investment roadmap for the Ngoc Hoi complex, the Eastern belt railway, and agreed on the time to hand over the national railway sections to the city for investment.
The State prioritizes resources for developing, upgrading, and maintaining national railway infrastructure. In the 2021-2025 period, the State will allocate nearly VND16,000 billion from public investment sources for railways; in the 2026-2030 period, VND224,000 billion will be needed, including public investment and other legal capital.
According to the plan, the total land use demand for railway construction by 2050 is expected to be 25,800 hectares.
In early March, the Politburo set a goal of completing approval of the investment policy for the North-South high-speed railway project by 2025 and starting construction before 2030.
According to the Ministry of Transport, to achieve the above goal, the Government will report to the National Assembly for approval of the investment policy for the North-South high-speed railway project in the 2021-2026 term. The Ministry will prepare a feasibility report, approve the design, clear the land, and then start construction of a number of bidding packages for the two sections Hanoi - Vinh, Ho Chi Minh City - Nha Trang.
The pre-feasibility study report of the North-South high-speed railway project was submitted to the Government in February 2019. The Government has established a State Appraisal Council for appraisal. Accordingly, the North-South high-speed railway project passes through 20 provinces, is a double-track, 1,435 mm gauge, 1,545 km long, with a maximum operating speed of about 320 km/h. The total estimated investment for the entire project is about 58.71 billion USD.
