Provincial People's Council Standing Committee meeting in May (expanded)

Attending the meeting were comrades: Hoang Thu Trang, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Do Thi Minh Hoa, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee and leaders of departments, branches and sectors.

As planned, the 29th Session (Special Session) will be held for 1/2 day before June 5. Currently, the Provincial People's Committee is preparing the contents to be presented at the Session, including submissions and reports such as:

Draft Resolution on the initial charter capital of the Bac Kan Provincial Land Development Fund.

Draft Resolution on adjusting the 2024 regular expenditure estimates that have been transferred to 2025 for the National Target Programs (2nd time).

Submission of the draft Resolution amending and supplementing a number of articles of the Regulation on the allocation of state budget funds to ensure the work of drafting legal documents and perfecting the legal system in Bac Kan province, issued together with Resolution No. 23/2022/NQ-HDND dated December 10, 2022 of the People's Council of Bac Kan province.

Draft Resolution on approval of the additional list of works and projects requiring land acquisition for implementation in 2025.

Draft Resolution approving the list of projects and works to change the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land to be implemented in 2025.

Draft Resolution approving the policy of changing forest use purposes to other purposes to implement works and projects (supplementary) in 2025 in Bac Kan province.

Report on the allocation of detailed unallocated funding sources from the beginning of the year, additional central funding sources in 2025 and funding sources from 2024 transferred to 2025...

For the 30th Session (mid-year regular session), the Provincial People's Council will be held for 2 days, before June 30. At this session, the Provincial People's Committee is expected to present reports and proposals; reports of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees; in addition, there will be reports from the Judicial agencies and a notice of participation in government building by the Provincial Vietnam Fatherland Front Committee.

Comrade Phuong Thi Thanh, Chairwoman of the Provincial People's Council delivered a concluding speech at the meeting.

After listening to the discussion at the meeting, in her concluding remarks, Comrade Phuong Thi Thanh, Chairwoman of the Provincial People's Council, requested that the specialized agencies carefully study the decree, circular, and transitional provisions to develop a draft Resolution to ensure requirements.

For the 30th Session, the Chairman of the Provincial People's Council proposed that the regular report contents will be submitted according to regulations. For contents that need to be revised and supplemented... the Provincial People's Committee is requested to direct specialized agencies to proactively approach the contents, based on the regulations of the Central Government, based on the actual situation to revise and supplement appropriately. For the contents on adjusting the civil servant payroll and deciding the number of cadres and civil servants at the commune level, it is necessary to handle them promptly to ensure that when implementing the 2-level local government, the commune level can start operating immediately./.
