Dissemination of Circular No. 53 promulgating national technical regulations on on-site wastewater treatment facilities and equipment

Khanh Hoa Provincial People's Committee has just issued a document assigning the Department of Agriculture and Environment to preside over and coordinate with relevant agencies, units and localities to deploy and disseminate Circular No. 53 dated August 27, 2025 of the Ministry of Agriculture and Environment promulgating National Technical Regulations on on-site wastewater treatment works and equipment to relevant organizations and individuals in the province to know and implement according to regulations; proactively implement contents under their authority; report, propose, and advise on contents under the responsibility and authority of the Provincial People's Committee in accordance with regulations.

Circular No. 53 applies to state agencies on construction and environmental protection; organizations that design, manufacture, construct, install, operate, maintain and service on-site wastewater treatment works and equipment; organizations that provide environmental testing and monitoring services; and entities that generate domestic wastewater as prescribed in Article 66 of the Law on Environmental Protection.

Circular No. 53 stipulates the technical regulations of on-site wastewater treatment works and equipment; allowable limits of pollution parameters in domestic wastewater after treatment at on-site wastewater treatment works and equipment; operation, sampling methods, testing samples, and certification of compliance with standards. Circular No. 53 also stipulates the responsibilities of organizations and individuals designing, constructing, and installing on-site wastewater treatment works and equipment; manufacturing and importing on-site wastewater treatment equipment; using on-site wastewater treatment works and equipment, etc.

According to Circular No. 53, the People's Committees of provinces and cities are responsible for directing the inspection of the quality of on-site wastewater treatment equipment in the area according to the provisions of law on technical standards and regulations, product and goods quality before being put on the market; directing specialized agencies on environmental protection, guiding the monitoring, supervision, receiving dossiers for registration of conformity declaration, inspecting and evaluating compliance with this standard in the area according to regulations. The Circular takes effect from February 26, 2026.
