On the afternoon of June 5, the provincial working delegation led by Mr. Nguyen Trung Thao, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, inspected the decline in surface water resources at a number of lakes and dams in 3 districts: Nguyen Binh, Hoa An, Ha Quang. Also accompanying were leaders of a number of departments, branches and the Irrigation One Member Co., Ltd.

The inspection team inspected Thom Luong Lake, Minh Tam Commune (Nguyen Binh); Na Lau Pumping Station, Hong Viet Commune and Na Tau Lake, Nuoc Hai Town (Hoa An); Ban Nua Lake, Ngoc Dao Commune (Ha Quang).

The water level in Thom Luong Lake, Minh Tam Commune (Nguyen Binh) is below the dead water level, only reaching 10% of the design capacity.

Thom Luong Lake in Minh Tam Commune has a capacity of 200,000 cubic meters of water, pumping water to serve 33 hectares of rice, corn, and other crops in the commune. Currently, the water level in the lake is below the dead water level, reaching 10% of the designed capacity. According to statistics from the Commune People's Committee, due to the impact of drought, up to now 108/310 hectares of corn and rice have been damaged. It is forecasted that if there is no rain in the next few days, the lake will run out of water.

Na Lau pumping station, Hong Viet commune serves irrigation for over 83 hectares of spring rice and various crops of the commune and some neighboring communes of the City with 3 pumps, each with a capacity of 150 m3/hour. Currently, the pumping station is only operating at about 25% capacity due to water shortage, not meeting the design capacity and irrigation needs.

The working group inspected Ban Nua Lake, Ngoc Dao Commune (Ha Quang).

The situation of Ban Nua Lake, Ngoc Dao Commune and Na Tau Lake, Nuoc Hai Town lacking irrigation water for agricultural production is similar. Accordingly, Ban Nua Lake has a capacity of 980,000 m3, currently the water level in the lake is only 4 m away from the dead water level; if the drought continues, it will not ensure irrigation water for the upcoming crop of 3 hamlets in Ngoc Dao Commune. Na Tau Lake currently has a very low water capacity, only about 14% compared to the design capacity, according to the authorities, the water level of the lake has never been as low as it is now.

At the inspection points, Vice Chairman of the Provincial People's Committee Nguyen Trung Thao requested that pumping stations and the Irrigation One Member Co., Ltd. increase dredging of suction tanks and water channels leading to the pumping stations, repair and maintain pumps; operate pumping stations, regulate and distribute irrigation water reasonably to promote the effectiveness of water resources for production. For water reservoir projects, the Irrigation One Member Co., Ltd. proactively regulates irrigation water reasonably, implements rotational irrigation and saves water; local authorities need to issue warnings for areas that do not ensure irrigation water, notify people to use water economically and effectively, and promptly have directions for changing the appropriate crop structure.

Districts and cities need to have their own plans to cope with droughts that are suitable for the local situation, such as: mobilizing people to participate in dredging canals and clearing water flows; building flexible irrigation schedules suitable for each locality; authorities at all levels should pay attention to supporting organizations and individuals to invest in building small-scale irrigation systems and intra-field irrigation systems to make the most of water resources for agricultural production.

After the inspection, the Provincial People's Committee will hold a meeting to discuss, agree, and propose both short-term and long-term measures to ensure irrigation water supply for agricultural production, minimizing damage caused by drought to crops in the province.
