• STABILIZE THE SYSTEM, FOCUS ON IMPLEMENTING TASKS
Reporting at the meeting, the leaders of the Department of Ethnic Minorities and Religions informed about the completion of the arrangement and consolidation of the organizational structure according to the Resolution of the Provincial People's Council and the Decision of the Provincial People's Committee. Currently, the Department has 32 cadres, civil servants and employees, with a leadership structure consisting of a Director and 3 Deputy Directors, along with 3 professional departments. The Department has completed the appointment of leaders of affiliated units, built and revised regulations to serve the leadership and management work. In particular, the transfer of the headquarters to the Provincial Administrative Center has contributed to ensuring stable operations without causing work interruptions.

• IMPRESSIVE POVERTY REDUCTION RESULTS, BUT MANY CHALLENGES STILL REMAIN
Regarding the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, leaders of the Department of Ethnic Minorities and Religions reported positive results.
By the end of 2024, the multidimensional poverty rate among ethnic minorities in the province had decreased to 5.47%, achieving the set target. It is estimated that by the end of 2025, this rate will continue to decrease to 4.97%; on average, in the period 2021-2025, the multidimensional poverty rate among ethnic minorities will decrease by 3.50%/year, demonstrating the efforts and effectiveness in poverty reduction work of the province.

However, in addition to the achievements, the Department also frankly pointed out the difficulties and obstacles in the process of implementing the program. Typically, the issue of solving residential land and production land for ethnic minorities still faces many obstacles due to lack of land funds. Specifically, the plan to solve residential land for 94 households and production land for 840 households has so far only been implemented for 3 households with residential land and 1 household with production land. The goal of doubling the average income of ethnic minorities compared to 2020 is also difficult to achieve, estimated to only reach about 50 million VND/person/year by the end of 2024. The rate of ethnic minorities participating in health insurance, although reaching 92.84%, has not yet reached the planned target of 98%.

Regarding the mechanism, the funding source under the old mechanism causes a local surplus of capital due to the narrowing of the area and beneficiaries. The current resource allocation principle is not really based on actual results, leading to the allocation of funds not suitable to local needs. Although Resolution 111/2024/QH15 has been issued, it has not yet completely resolved the shortcomings in previous decisions...

• PROGRESS OF REMOVAL OF TEMPORARY HOUSING IS STILL SLOW, NEEDING SYNCHRONIZED SOLUTIONS
Regarding the poverty reduction program, the elimination of temporary and dilapidated houses, the leaders of the Department of Agriculture and Environment reported on the progress of implementation from different sources of capital. In general, the progress of implementation and disbursement is still slower than planned. The main reasons come from the difference in support levels between programs, problems with land legal procedures for poor and near-poor households, as well as the fact that some households do not have enough capacity to build new houses.

• CLOSELY GUIDE, DETERMINED TO COMPLETE GOALS
Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Van Tuan acknowledged the efforts of the Department of Ethnic Minorities and Religions in recent times, especially after the restructuring of the apparatus. However, he also pointed out the shortcomings and limitations that need to be overcome, especially the proactive coordination with departments, branches and guidance for localities.

In the coming time, the Vice Chairman of the Provincial People's Committee requested that the officials and civil servants of the Department of Ethnic Minorities and Religions should closely follow their functions and tasks, grasp legal documents and national target programs for effective implementation. At the same time, they should proactively advise the Provincial People's Committee on necessary contents and closely coordinate with relevant departments and branches.

In particular, comrade Dinh Van Tuan emphasized the importance of propaganda and mobilization work to encourage ethnic minorities and religions to comply with the policies of the Party and the State. The Department needs to proactively grasp the situation at the grassroots level and promptly report to advise the Provincial Party Committee and Provincial People's Committee.

Regarding the implementation of National Target Programs, especially the comprehensive development program for ethnic minority and mountainous areas assigned to the Department, he requested the Department to enhance its sense of responsibility, ensure disbursement progress and implementation results as required, contributing to the overall development of the province.

Regarding the work of eliminating temporary and dilapidated houses, the Vice Chairman of the Provincial People's Committee directed departments, branches and localities to resolutely implement and strive to complete the work before June 30 according to the direction of the Prime Minister and the province. He requested relevant units to closely coordinate, promptly remove difficulties and obstacles in the implementation process and immediately report issues beyond their authority.

Comrade Dinh Van Tuan also noted that the Department of Ethnic Minorities and Religions needs to pay attention to improving the professional qualifications of its staff and civil servants, promoting administrative reform and digital transformation, and strengthening foreign affairs. Regarding the recommendations and proposals of the Department, he requested that departments and branches proactively coordinate to resolve them.
