Extensive in composition, rich in themes and flexible in approach
On the morning of August 16, in Hanoi, the Vietnam Peace and Development Foundation (under the Vietnam Union of Friendship Organizations) held its 5th Congress for the 2025-2030 term.
Attending the Congress were Mr. Le Thanh Long, Member of the Party Central Committee, Deputy Prime Minister; Mr. Uong Chu Luu, Former Member of the Party Central Committee, Former Vice Chairman of the National Assembly, Chairman of the Vietnam Peace Committee; Mr. Phan Anh Son, Secretary of the Party Committee, Chairman of the Vietnam Union of Friendship Organizations, and representatives of a number of central and local ministries, departments and branches.
At the Congress, delegates listened to and discussed the report on the fourth term and the draft direction of activities for the fifth term of the Vietnam Peace and Development Fund. Accordingly, in the past term, despite a streamlined organization and limited budget, the Vietnam Peace and Development Fund still promoted the spirit of "proactivity, flexibility, creativity, and efficiency", comprehensively implementing activities, making practical contributions to peace, national development and national defense.
Foreign affairs activities continue to be expanded, multilateralized, and diversified, contributing to strengthening people-to-people friendship, expanding the network of international friends, gaining support from people around the world , thereby protecting national interests and enhancing Vietnam's position in international forums.

At this Congress, the Fund agreed to change its name to the Vietnam Peace and Development Council (the Council), and at the same time adjust its operating methods towards expanding the number of participants, enriching the topics and being flexible in its approach, in order to meet the requirements and tasks of the new period.
The Congress elected the 5th Executive Committee with 35 members, including 12 new faces. From the Executive Committee, 12 comrades were selected to join the Standing Committee of the Council.
Comrade Ha Hung Cuong, former Minister of Justice, was elected Chairman of the Vietnam Peace and Development Council for the 2025-2030 term.
The Congress also honored former Vice President Nguyen Thi Binh as Honorary President of the Council for the 2025-2030 term, and supported the consideration of awarding the title of Hero of Labor to comrade Nguyen Thi Binh. Based on Decree 152/2025, the Ministry of Home Affairs is seeking public opinions on the consideration and award of the title of Hero of Labor to former Vice President Nguyen Thi Binh. |
5 key tasks
Congratulating the Congress, Deputy Prime Minister Le Thanh Long said that this is an important political event. As a member organization of the Vietnam Union of Friendship Organizations, the Vietnam Peace and Development Council was established with the mission of gathering and promoting the intelligence and enthusiasm of individuals who volunteer to contribute to the goal of peace and development of the country.

“Over more than 20 years of establishment and development, the Vietnam Peace and Development Council has promoted a compact organizational model, flexible, creative and effective operation methods, becoming an important organization in people's diplomacy operating in the field of peace, solidarity and friendship; together with other dynamic members of the Vietnam Union of Friendship Organizations, actively supporting the Party's foreign affairs and State diplomacy in implementing foreign affairs activities, contributing to creating and consolidating the foundation of friendship, cooperation and trust between the Vietnamese people and people of other countries. Under the enthusiastic leadership of the leaders, typically Comrade Nguyen Thi Binh, Founding President and Honorary President, along with the direction and guidance of the Vietnam Union of Friendship Organizations, the Council has implemented many practical and in-depth activities in all three areas: promoting bilateral and multilateral partnerships, policy research and consultancy, and foreign information,” the Deputy Prime Minister emphasized. strong.
During the 2019 - 2025 term, despite many difficulties and challenges, the Vietnam Peace and Development Council has carried out many activities in people-to-people diplomacy, thereby contributing to enhancing understanding and friendship between the Vietnamese people and people of other countries, expanding Vietnam's network of international friends and people-to-people partners, contributing to the common cause of the people of the region and the world for peace, national independence, democracy and social progress.
With these outstanding achievements, in 2022, the Fund was honored to receive the First Class Labor Medal from the Party and State for its outstanding achievements contributing to the cause of building socialism and defending the Fatherland.
The Deputy Prime Minister also welcomed the renaming of the Fund at this Congress to the Vietnam Peace and Development Council, and the transformation of the Council's operating method towards openness in terms of participants, diversity in topics and flexibility in approach, in order to meet the requirements of tasks in the new period.
The Deputy Prime Minister also noted a number of key directions and tasks of the Vietnam Peace and Development Council in the new term, specifically:
Firstly , continue to expand, deepen and improve the effectiveness of people-to-people diplomacy activities; strengthen and focus on participating in multilateral forums, promote global initiatives on peace, security, sustainable development and social justice. Together with Party diplomacy and State diplomacy, carry out foreign affairs tasks to contribute to consolidating the overall strength and striving for the common development goals of the country.
Second, expand the network of connections with international peace and development organizations, enlist individuals, prestigious and influential figures at home and abroad, and international friends to participate in the Council's people's foreign affairs activities.
Third , improve the quality of research, recommendations, and policy criticism; strengthen connections and coordination with domestic and international research organizations to contribute to handling complex foreign affairs issues, protecting national interests in the context of an increasingly rapid and complex world situation.
Fourth, strongly innovate foreign information work, diversify forms and means of communication; effectively promote the information system, publications and website of the Council; proactively spread the positive image of Vietnam in general and the Council in particular among the people and the international community.
Fifth, continue to strengthen the organization, expand the membership network, promote collective intelligence; continue to attract the participation of young, qualified, brave, and dedicated people for the cause of peace and development of the country to participate in the activities of the Council.

Deputy Prime Minister Le Thanh Long asked the Vietnam Union of Friendship Organizations, the Central Committee of the Vietnam Fatherland Front, ministries, sectors and organizations to continue to pay attention to, support and create more favorable conditions for the Vietnam Peace and Development Council.
Also at the Congress, the Vietnam Peace and Development Council announced decisions to commend and award Medals and Certificates of Merit to a number of individuals and groups with outstanding achievements.
