Quickly grasp the situation of the new area
In the first 6 months of 2025, there were 598 fires in Hanoi , killing 12 people, injuring 7 others; property damage was about 16.9 billion VND. Notably, 75% of the fires causing human losses occurred in residential areas.
The above statistics show that the risk of fire and explosion still exists in residential areas. According to the decentralization, the People's Committee at the commune level is responsible for guiding, inspecting, urging, and developing fire prevention and fighting plans for residential areas; arranging forces and means on site to be ready to respond when a fire occurs.
In order for fire prevention, fire fighting, and rescue work to always be carried out seriously, regularly, and effectively, especially in the initial stage after adjusting administrative boundaries, the police of communes and wards in the city have seriously implemented the viewpoint of "not being negligent, not waiting for work, not being passive".
Lieutenant Colonel Nguyen Anh Tuan, Head of Dong Da Ward Police, said that the ward police's regional police teams are assigned to maintain situation monitoring and complete records of establishments under their management. Thereby, they will advise the Ward Police Commander to develop an inspection plan, especially for key establishments with high potential for fire and explosion and newly-emerged establishments; at the same time, propose to the Ward People's Committee measures to strictly handle violations.
In addition, the police of communes and wards have directly visited each facility and household to propagate and instruct on fire prevention and handling skills. Thereby, helping people raise awareness and responsibility in complying with the law on fire prevention, fighting and rescue; proactively protecting the lives and property of themselves and the community.
“Strengthening propaganda work after the administrative boundary merger not only helps eliminate subjective and passive thinking but also creates a solid foundation in building a fire prevention strategy from the grassroots level,” said Lieutenant Colonel Le Van Thinh, Deputy Head of Cua Nam Ward Police.
According to Vice Chairman of Yen Hoa Ward People's Committee Vu Quang Duong, fire and explosion are constant risks, so fire prevention, fire fighting, and rescue work must be carried out continuously. "Especially, in the context of the local government being reorganized into a two-level model, this work needs to be carried out effectively, without overlapping or leaving areas vacant," said Mr. Vu Quang Duong.
Don't be subjective or negligent.
Right from the first days of implementing the 2-level local government model, Hanoi City Police decided to establish and put into operation 30 regional firefighting and rescue teams on the basis of transfers from district-level firefighting and rescue police teams, bringing the total number of regional firefighting and rescue units to 36 teams. Thereby, helping to reduce the combat radius, be closer to the people, closer to the grassroots, and respond faster and more effectively.
Immediately getting to work, the local fire fighting and rescue police teams coordinated with the People's Committees of communes and wards, especially emphasizing the responsibility of local authorities in managing, inspecting and urging businesses and residential areas to strictly comply with regulations on fire prevention and fighting; proactively preventing and promptly handling fire, explosion, accident and incident situations.
Emphasizing that the commune-level government is the core force in organizing the implementation of state management of fire prevention, fire fighting and rescue at the grassroots level, Lieutenant Colonel Ngo Tien Long, Deputy Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Hanoi City Police) said that the People's Committees of communes and wards need to proactively review and classify facilities according to decentralization; develop plans for periodic and surprise inspections; promote propaganda and promote the effectiveness of models such as: Inter-family fire safety groups, Public fire stations, etc.
Regarding this issue, Vice Chairman of Bat Trang Commune People's Committee Do Thanh Thuan said that the commune continues to carefully study relevant legal documents; proactively coordinate with the fire prevention, fighting and rescue police force to effectively implement assigned tasks, and well organize the movement of the whole people participating in fire prevention and fighting in the area.
Colonel Pham Trung Hieu, Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Hanoi City Police) said that during this period, the unit has a firm grasp of the local situation, advised the City Police to report to the City People's Committee to direct agencies and commune-level People's Committees to deploy fire prevention, fire fighting and rescue work according to decentralization.
In addition, the Fire Prevention, Fire Fighting and Rescue Police Department will urgently compile documents to guide leaders of the People's Committees of communes and wards in managing fire prevention, fire fighting and rescue work, clearly defining people, tasks and responsibilities; so that local authorities can grasp their responsibilities when fires and explosions occur.
