Rita Cosmetic Clinic Company Limited has just been fined 147 million VND and suspended for 18 months for violations such as not keeping a complete medical examination record, not having a business license and advertising services without confirmation from a competent authority.
From December 22 to 28, 2024, the Ho Chi Minh City Department of Health Inspectorate inspected medical facilities showing signs of violating the law and issued many decisions to sanction administrative violations in the fields of medical examination and treatment, pharmaceutical and cosmetic trading and related services.
Punishing many private medical facilities for violating the law
On December 26, 2024, the Inspector of the Ho Chi Minh City Department of Health inspected the facility at 17 Hoang Du Khuong, Ward 12, District 10, where there were 2 registered business entities, including Le Thu Trang Business Household and VHAN International Clinic Company Limited. Here, the authorities discovered serious violations such as doing business without a legal operating license.

Providing illegal medical examination and treatment services. Falsely advertising “weight loss” services, causing damage to customers, some of whom reported damages of up to 750 million VND.
It is noteworthy that this facility had been punished before but continued to re-offend and changed its name, and had connections with other facilities that were also inspected and handled by the Department Inspectorate. The case has been transferred to the police investigation agency.

Rita Cosmetic Clinic Company Limited (314 Cao Thang, Ward 12, District 10) was fined VND147 million and suspended for 18 months for violations such as not keeping a complete medical examination record, not having a business license, and advertising services without confirmation from a competent authority.
Lyn Beauty Spa business (122 Xom Chieu, Ward 14, District 4) was fined VND26.5 million and suspended for 4.5 months due to violations in using drugs, substances and devices that interfere with the human body and trading in goods of unknown origin.
Tan Dong Dental Clinic (10/1 Trinh Thi Doi, Hoc Mon District) was fined 45 million VND and suspended for 18 months for providing medical examination and treatment services without a business license.
Blue Sky Beauty Salon (17E Dang Van Ngu, Phu Nhuan District) was fined 19.5 million VND and had its practice license revoked for 6 months for violating medical record regulations and not ensuring adequate supply of essential medicines.
An House Spa Company Limited (35 Nguyen Huu Tho, Nha Be District) was fined VND95 million and suspended for 4.5 months for violations in the use of drugs and advertising of unlicensed services.
Vincare's Company Limited (114 Ngo Quyen, District 5) was fined 45 million VND for advertising medical examination and treatment services without a license.
Master Vu Vuong Company Limited (37 Hoa Hong, Phu Nhuan District) was fined 120 million VND and suspended for 4.5 months for violating the law on using drugs and devices that interfere with the human body and advertising services without a license.
Hoang Long Group Trading and Service Company Limited (89 Nguyen Van Thuong, Binh Thanh District) was fined VND70 million for advertising food and cosmetics with medicinal effects without confirmation from competent authorities.
La Beauté Company Limited (177/21 3/2 Street, District 10) was fined 60 million VND for trading in cosmetics that did not ensure quality and were unsafe for users.
Le Van Cosmetics Production and Trading Company Limited (2B31/1 Hamlet 2, Binh Chanh District) was fined 180 million VND for violations in advertising cosmetic products and manufacturing medical equipment without completing the declaration procedure.
Sally Group Company Limited (90 Street No. 11, Go Vap District) was fined VND57.5 million for violating product labeling and advertising regulations.
Thuan Phat Pharmaceutical Company Limited (47 Hai Thuong Lan Ong, District 5) was fined VND5.6 million for selling medicinal herbs of unknown origin and poor quality.
Ms. Nguyen Thi Hoang Lan (Pharmacy Business Household No. 16, Binh Thanh District) was fined 800,000 VND for trading in drugs of unknown origin.

Ho Chi Minh City: Implementing food safety work for Lunar New Year 2025
The Ho Chi Minh City Department of Food Safety has just issued a plan to implement food safety measures during the Lunar New Year and the 2025 Spring Festival season.
The plan aims to ensure food safety in the production, processing, trading and use of food, while strictly controlling the production and consumption of fake and poor quality food. This work aims to prevent food poisoning and protect public health during the upcoming Tet and Spring festivals.
The food safety plan will be implemented from December 20, 2024 to March 25, 2025 throughout Ho Chi Minh City. During this time, authorities will strengthen food safety inspection and supervision at all levels, from the city to districts, wards, communes and towns.
One of the important goals is to control food safety in product groups consumed in large quantities during the Lunar New Year and festival season, such as meat and meat products, beer, wine, alcoholic beverages, soft drinks, cakes, jams, candies, vegetables, tubers, fruits and food additives. Food service establishments will also be closely monitored to detect and immediately stop food safety violations.
In particular, authorities will focus on inspecting food processing villages and products with high food safety risks during the Tet holiday, including preventing food poisoning caused by methanol and mass food poisoning cases.
The inspection work will also include food safety control before, during and after Tet, to ensure food consumed in the market is safe and of good quality.
The Ho Chi Minh City Department of Food Safety calls on press agencies in the city to actively participate in communication and propaganda work on food safety, in order to raise awareness among people, producers and traders about food safety regulations and requirements during Tet and festival seasons.
Units will also publicize cases of violations of food safety regulations, and commend organizations, individuals and establishments that produce and trade safe food. The media will be mobilized to disseminate knowledge about food safety and regulations related to this field.
The Ho Chi Minh City Department of Food Safety also called for the participation of the whole society in the prevention and fight against the production and trading of fake and poor quality food. The authorities will promptly warn of food safety risks, especially during the 2025 Lunar New Year and the Spring Festival season.

Thanh Hoa : Fined and suspended the operation of 2 unlicensed medical facilities
The Thanh Hoa Department of Health Inspectorate has just issued a decision to impose administrative penalties on two medical facilities operating illegally in the province. The total fine is up to 90 million VND, and the operation of both facilities is suspended for 18 months.
Specifically, the Incheon Healthcare facility owned by Mr. Tong Van Hung (born in 1972, address at 20/318/99, La Thanh Street, O Cho Dua Ward, Dong Da District, Hanoi ) was fined 45 million VND.
This facility operates at 15 Nguyen Can, Dien Bien Ward, Thanh Hoa City and provides medical examination and treatment services without a license to operate as prescribed.
Similarly, EMC Health Care, owned by Ms. Le Thi Nga Dung (born in 1986, Can Huu Commune, Quoc Oai District, Hanoi), was fined 45 million VND for also operating medical examination and treatment without a business license. This facility is located at 04, Bui Khac Nhat, Dong Huong Ward, Thanh Hoa City.
Both establishments were suspended from operations for 18 months from the date of issuance of the penalty decision.
Previously, the Thanh Hoa Department of Health coordinated with the provincial police to conduct a surprise inspection of these two facilities. At the time of the inspection, the authorities discovered that the facilities were providing medical examination and treatment services to customers without a legal operating license.
In addition, these facilities also use medical equipment for treatment, while the staff here cannot provide appropriate professional qualifications. This seriously violates regulations on medical examination and treatment activities and public health protection.
Thanh Hoa Department of Health said that in recent times, the unit has strengthened inspection, examination and handling of violations in the medical field.
From January 2024 to now, 53 violations have been handled, with a total fine of nearly 700 million VND. These violations are related to medical facilities, especially in the field of dental examination and treatment.
In addition, Thanh Hoa Department of Health also publicly discloses information about violations on the website, Fanpage and Zalo groups, to raise awareness among people and the community in choosing reputable medical examination and treatment facilities and complying with legal regulations.
