The steps include:
- Preschool and primary education establishments (hereinafter referred to as schools) must ensure that all students eligible for admission have identification codes and authenticate identification data with the national population database. In cases where students do not have identification codes due to special reasons (disabled children, foreigners, etc.), the Department of Education and Training is responsible for reviewing, compiling the list, attaching evidence and submitting it to the Department of Education and Training for consideration and guidance.
- After fully updating the data of students eligible for admission, the school synchronizes the data from the industry database to the primary school admission database. At the same time, notify the login account to parents to check the information on the city's primary school admission page.
- Based on the student data platform that the school has updated, parents access the city's Primary Admissions Page to check and confirm correct information (account and password provided by the school). In case of information adjustment, parents enter the requested adjustment content, attach evidence to the system (image of student's birth certificate, image of parent's VNeID, residential information section).
- The school verifies the parent's requested adjustment and proceeds to adjust the information. After the school adjusts the information, the parent accesses the city's Primary Admissions Page to check and confirm the information is correct.
- At the end of the data review, the school confirms the completion of the data review and transfers the final year student data files to the higher level.
For data of 6 year old children who have not attended preschool, how to check?
The People's Committee of District 12 guides, the responsibility for reviewing this data is carried out by the Ward People's Committee; Ward Police. The implementation steps include:
- The Ward People's Committee coordinates with the Ward Police to collect and review information of 6-year-old children who have not yet attended preschool and are currently living in the area, especially information on "current residence" in the parents' VNeID.
- The Ward People's Committee updates the list of 6-year-old children who have not yet attended preschool on the primary school enrollment database system, notifies parents to check and confirm information on the City Primary School Enrollment Page at https://tuyensinhdaucap.hcm.edu.vn. At the end of the data review phase, the District People's Committee reports the number of children, preschool students preparing to enter grade 1 and primary school students preparing to enter grade 6 in the area to the City Primary School Enrollment Steering Committee via the Department of Education and Training using the electronic office system.
District 12 People's Committee noted: "In case parents do not review data or do not confirm information within the prescribed time limit, the primary school admission system will automatically consider that parents have approved all information available on the city's primary school admission page and use it as the official basis in the admission process. Any requests for changes made after the time limit specified in this document will not be resolved, except in special cases with legitimate reasons that are considered, approved and fully reported by the Primary School Admission Steering Committee according to the instructions of the Department of Education and Training".

District 12 People's Committee requested that preschool and primary education establishments ensure that all final year students of the school have identification codes and authenticate identification data with the national population database (except for cases where students do not have identification codes for special reasons). Schools must fully notify and support parents in checking student information, and clearly assign responsibilities to data entry staff and homeroom teachers throughout the data review process.
The school's responsibility is also to "review and update student data, especially information on "current residence" in parents' VNeIDs; provide timely advice and support when parents need to adjust information.
"During the data review process, if current residence information is already complete on VNeID, the unit is not allowed to ask parents to submit additional documents or commit to confirm current residence," District 12 People's Committee requested.
In addition, the official dispatch of the People's Committee of District 12 requested that all parents with children in the first grade of the 2025-2026 school year must be responsible for checking information on VNeID, reporting to the local police to update accurate information about their current residence on VNeID; Checking and confirming information on the city's first grade admission page on time. At the same time, parents also need to proactively coordinate with the school or the Department of Education and Training to adjust information within the prescribed time.
