This is the content stated by the Hanoi Department of Education and Training in document No. 4411/SGDĐT-CTTTHSSV dated October 23, sent to the Culture and Social Affairs Departments of wards and communes and affiliated schools regarding strengthening school security and safety.
According to the Hanoi Department of Education and Training, in recent times, efforts to ensure school security and safety, prevent and combat school violence, crime, and social vices have been implemented and achieved positive results. However, school violence, social vices, and violations of the law among students remain complex, with increasingly diverse forms, a trend towards younger ages of offenders, negatively impacting their physical and mental health and the educational environment, causing concern in society.
To address these shortcomings, the Department requires all units to strictly implement measures to ensure school security and order according to the coordination regulations between the Department of Education and Training and the City Police; focus on organizing propaganda and education on traffic safety, cultural behavior when participating in traffic, fire prevention, firefighting and rescue; prevention and control of street violence; prevention and control of drug abuse and social evils; raising awareness and skills to prevent and avoid fraud and property theft through social media; and educating on ethics, lifestyle, behavioral skills, awareness of compliance with the law and school regulations. Schools need to proactively provide information through hotlines and coordinate promptly with the police force, local authorities and parents in handling any incidents that arise.
Schools need to strictly manage the use of mobile phones and transmitting devices within the school; promote the role of school counseling teams; regularly organize activities to educate students on life skills and risk response skills; regularly communicate with parents to agree on measures for managing and educating students; and detect and support early cases of abnormal behavior and psychological issues.
In addition, schools need to conduct a comprehensive review and inspection of their facilities, especially mature trees, electrical systems, ponds, railings, playgrounds, etc., and promptly address any safety risks.
