Thanks to the efforts and consensus from the government to the people, the model of new rural residential areas (NTM) (abbreviated as model KDC) has been implemented in localities in recent times and achieved positive results. Thereby, new-look residential areas have been formed, creating momentum to help localities continue to improve the criteria in building NTM.
Model village appearance
Phu Xuan B Village, Xuan Phuoc Commune (Dong Xuan District) is one of the pioneering villages in building a model residential area. Thanks to the contributions, joint efforts and consensus of all the people, Phu Xuan B Village has recently been recognized as a model residential area. According to Party Cell Secretary and Head of Phu Xuan B Village Nguyen Sinh Nhat, in order to soon complete the criteria for building a model residential area, the village has developed a plan, roadmap, reviewed and evaluated the whole to consider and weigh the steps in the implementation process; assigned specific responsibilities to each party member, organization, and union to monitor and carry out specific tasks.
“Since participating in the construction of a model residential area, villagers have organized regular cleaning of village roads and alleys at least once a week, there is no more littering; security and order are maintained, there are no complicated gathering places for social order, and no new cases of social evils. In addition, 100% of families strictly follow local regulations and village conventions and covenants on civilized lifestyle in weddings, funerals, festivals and longevity celebrations; the rate of residential housing meeting standards is 98%. From 2020 to now, the village has always been recognized and maintained the title of Cultural Village with 99% of households in the village being recognized as Cultural Families,” said Mr. Nguyen Sinh Nhat.
After 2 years of building a model residential area, Quang My village, Hoa My Tay commune (Tay Hoa district) has a new look with essential infrastructure for transportation, irrigation, culture, health, and education being invested and upgraded; many model gardens applying scientific and technological advances have brought about economic efficiency and income. In particular, the construction of a model residential area in Quang My has been widely responded to, actively participated in by the people and has become a vibrant movement. Up to now, the village has no more poor households, the average income per capita has reached over 61 million VND/person/year; 100% of village and hamlet roads have electric lighting systems; the village cultural house has been renovated to serve the daily needs of the people well.
Excited about the changes in the village when building a model residential area, Mr. Ngo Van Minh, a resident of Quang My village, shared: “Since the movement to build a model residential area was launched, all of us have been excited and enthusiastically responded to the movement with specific and practical actions. At the same time, we always encourage our children and grandchildren to strictly follow the Party's guidelines and policies, the State's policies and laws; eliminate social evils, and together build a model residential area in Quang My village to become more and more prosperous and developed.”
Continue to spread the model point
To maintain and improve the quality of criteria in communes that meet advanced NTM standards, Phu Yen has been focusing on directing the construction of model NTM residential areas in key villages in communes.
According to Mr. Mai Ne, Permanent Vice Chairman of Tay Hoa District People's Committee, when first starting to build a model residential area, localities in the province encountered many difficulties. Specifically, the source of investment funds was limited. The program of transforming the agricultural economic structure in the villages was not very effective. The consumption of agricultural products still faced many difficulties because the current production scale was still small, lacking information, no consumption system, no brand, so it could not meet the requirements of the market...
“With the efforts and determination in leadership, direction, propaganda and implementation, up to now, the whole district has had 5 model residential areas recognized. In addition, many projects and tasks have been effectively implemented in residential areas such as building model roads, planting flowers and trees along the roads; building bright - green - clean - beautiful works; collecting and treating waste; environmental sanitation, rural and urban beautification organized periodically every month…”, Mr. Mai Ne affirmed.
Mr. Nguyen Thanh Giang, Chairman of Xuan Son Nam People's Committee (Dong Xuan district) informed that the commune currently has 2 villages recognized as model residential areas, namely Tan An and Tan Phu. The positive changes from the model residential area construction model are the driving force for people to compete in labor, production and business, contributing to promoting the remaining 3 villages in the commune to strive to complete the criteria to be recognized as model residential areas in the coming time.
To date, the province has 14 model residential areas. The province strives to have at least 15 model residential areas and 30 model new rural gardens by 2025. To achieve the set goals, in the coming time, in addition to promoting propaganda, the Provincial New Rural Coordination Office will continue to coordinate with localities to regularly propagate the set of criteria for model residential areas to officials and people, thereby reviewing and selecting villages to build model residential areas. At the same time, the office advises the Department of Agriculture and Rural Development to issue instructions on the procedures, records for considering and announcing villages that meet the standards of model residential areas.
