Completed site clearance for 2 urban projects
According to the leaders of the People's Committee of Hong Bang Ward, up to now, the ward has completed the site clearance for two urban beautification projects, namely the Urban Beautification Project of the Lac Long Bus Station (old) and the Investment Project to build a flower garden at the foot of Thuong Ly Bridge. These are two projects that are expected to enhance the urban appearance of the ward, worthy of its position as a central ward.
The urban beautification project of the Lac Long bus station area (old) has a total investment of more than 196 billion VND with the goal of building a synchronous technical infrastructure system according to the planning, ensuring connection and synchronization in terms of landscape and architecture with urban beautification projects that the city has invested and is investing in building in the neighboring area, orienting the development of public works in the next phase.
The project requires the recovery of more than 22,000 square meters of land from 7 organizations and 41 households.
In 2024, the project completed site clearance for 41 households. However, some organizations proposed compensation and support prices, so the site clearance progress was slower. To solve this problem, the city and Hong Bang ward leaders organized many meetings, dialogues, and thorough analysis based on the basis and regulations of the law, but still did not reach a consensus.
By October 2025, based on legal regulations, the People's Committee of Hong Bang Ward will carry out procedures to prepare for compulsory land recovery. At the same time, it will continue to persistently dialogue on the viewpoint of "mobilizing until the last minute". Therefore, before the time of enforcement, the organizations whose land is to be recovered have complied with the handover of the site, and the People's Committee of Hong Bang Ward does not have to organize compulsory enforcement.
The Thuong Ly Bridge Flower Garden Construction Investment Project has a total land acquisition area of 2,425.6 m2; total investment of 2.94 billion VND. Hong Bang District previously announced land acquisition from the beginning of 2024. However, this project was delayed due to a request for assistance in calculating the support level for Hai Phong Urban Construction Joint Stock Company.
After a period of mobilization and explanation, in October 2025, this enterprise agreed to hand over the site to implement the project.
Towards green and convenient urban areas
According to Mr. Pham Van Doan, Chairman of Hong Bang Ward People's Committee, aiming to build the locality into a green and convenient urban area, the ward prioritizes urban beautification projects, flower gardens, and green trees; at the same time, it strengthens and improves the effectiveness of urban management in the area.
The ward coordinates to speed up the progress of urban beautification projects according to approved planning such as: Investment project to build flower gardens in the old Tam Bac market area; Urban beautification project from Cam Lo street to Dong Dong Chuoi and construction of technical infrastructure in Cam Lo area; Sidewalk renovation project at the foot of Xi Mang bridge on Ha Ly side; Green tree isolation project in the Hanoi - Hai Phong railway area...
Mr. Vu Manh Hung, Head of Thuong Ly Station, said that the project of the railway isolation tree strip in the Hanoi - Hai Phong railway area is expected to create a beautiful green landscape, ensuring railway safety. The unit hopes to complete the project as soon as possible.
The ward will also implement an investment project to build a smart parking lot and a complex auto repair service area at 16 Cau Binh.
In order to ensure compliance with the city's general planning, Hong Bang ward coordinates with relevant agencies to establish and adjust the general planning until 2040, with a vision to 2050.
In which, research and adjust the overall 1/2000 scale zoning plan of the old Hong Bang district (now Hong Bang ward and Hong An ward) and approve the 1/500 scale detailed planning plans of the ward in the new area, ensuring a balanced and harmonious territorial space between areas.
Along with speeding up the project implementation progress, Hong Bang ward is coordinating with the investor and contractor to urgently complete the procedures for early handover of management; minimizing the delay in handing over the project to operation. This is the basis for Hong Bang ward to build a civilized and modern urban area, worthy of its position as a central ward of the city.
