From May 15, 2025 to June 15, 2025, the authorities inspected 106 cases, administratively handled 86 cases; prosecuted 1 case with 2 subjects; pending handling of 7 cases; administratively sanctioned and collected over 3,507 billion VND in taxes (administratively sanctioned over 1,167 billion VND; collected over 2,340 billion VND in taxes). Of which, the Provincial Police inspected 1 case, prosecuted 1 case with 2 subjects. The Market Management Force inspected 40 cases, handled 33 cases, and pending handling of 7 cases; the amount of administrative fines was 361.25 million VND; the value of the violated goods was 721.923 million VND and 7,698 kg of frozen food was being appraised. The Regional Tax Department IV inspected 41 cases, handled 41 cases, with a total fine of VND3,078 million (including VND738 million in administrative fines; VND2.340 billion in tax arrears). Nam Dinh Customs inspected 9 cases, handled 9 cases, with a total fine of VND36.66 million. Specialized inspection forces inspected 15 cases, handled 3 cases with a total fine of VND31.5 million.
The main infringing items are cosmetics, functional foods, phone accessories, clothing, and footwear that are counterfeiting famous brands. There are many large and serious cases. On May 14, 2025, the Economic Police Department (Provincial Police) coordinated with Market Management Team No. 4, Market Management Department of Nam Dinh province to catch two subjects red-handed in the act of trading in counterfeit goods, confiscating 109 cartons of Thang Long brand cigarettes in hard packs (with 54,490 packs inside) and many other related evidences. The authorities have decided to temporarily detain and prosecute the criminal case, and prosecute the two suspects Tran Van Truong, hamlet 6, Tra Lu commune (Xuan Truong) and Tran Thi Lan, born in 1991, residing in Phu An village, Xuan Ngoc commune (Xuan Truong) for the crime of "Trading in counterfeit goods" as prescribed in Clause 3, Article 192 of the Penal Code. On June 14, 2025, Market Management Team No. 1 (Market Management Department) coordinated with the Economic Police Department (Provincial Police) to search a container truck with license plate 51R-34919 and discovered 7,698 kg of frozen food including duck tongue, pig brain, pig stomach, pig intestines, young chicken eggs, pig sausage, beef feet, pig feet... all of which were unlabeled goods, the packaging did not show the place of production or origin of the goods; no expiration date was stated. The inspection team temporarily detained all the above goods, continued to verify and handle violations according to the provisions of law.
The above results have contributed to improving the effectiveness of the fight against smuggling, trade fraud and counterfeit goods, creating positive changes in the awareness and law compliance of people and businesses. At the same time, it also clearly reflects the situation of trade fraud and trade in goods that infringe intellectual property rights, which is still widespread and very sophisticated and continues to develop in a complicated manner. With the spirit of "no forbidden areas, no exceptions", Steering Committee 389 requests member agencies of the Provincial Steering Committee 389, People's Committees and Steering Committees 389 of districts and cities, relevant agencies, units and functional forces to thoroughly and synchronously implement key tasks and solutions such as: Timely perfecting personnel, amending and supplementing the Operating Regulations of Steering Committee 389 at all levels to suit the actual situation, ensuring regular, continuous and uninterrupted work in the implementation of the fight against smuggling, trade fraud and counterfeit goods in the province. Continue to thoroughly grasp and seriously implement documents and directives of the Central and the province on the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. Strengthen inspection and supervision in key areas, focusing on a number of areas and items with high seasonal consumption demand such as: medicines, health protection foods, agricultural supplies, etc. Focus on strictly inspecting and controlling goods at warehouses and gathering points serving e-commerce business activities; testing the quality of products and goods (especially fresh foods, functional foods, drinks, nutritional products, etc.), goods of enterprises that, according to the provisions of law, are allowed to self-declare and take responsibility for product quality; implementing legal provisions on sales invoices in conjunction with clarifying the origin of goods and preventing tax losses. Strengthening the coordination, inspection and supervision of anti-smuggling activities of functional units, promoting the role and responsibility of heads of relevant sectors, localities and units; strengthening political and ideological education, promptly encouraging and motivating cadres, civil servants and soldiers directly engaged in anti-smuggling tasks; promptly detecting and strictly handling cadres, civil servants and soldiers who show negative signs, assisting in smuggling, leading to complicated and prominent developments in smuggling in the province. In addition, promoting and innovating information, propaganda and dissemination of laws, raising awareness and compliance of people and businesses; propagating and disseminating tricks and methods of fraud and deception of subjects so that people know, raise vigilance and promptly inform competent authorities.
