( Bqp.vn ) – Promoting the core role, while identifying the task of responding to incidents, natural disasters and search and rescue as a combat task in peacetime, the entire army has synchronously deployed solutions to prevent, combat and overcome the consequences of storm No. 3 and the post-storm circulation, contributing significantly to minimizing damage to people and property of the State and people.

Faced with the complicated developments of storm No. 3, considered the strongest storm in the past 30 years in the East Sea and the past 70 years on land, the Central Military Commission and the Ministry of National Defense have directed agencies and units of the entire army to thoroughly grasp and strictly implement the telegrams, resolutions and conclusions of the above on the deployment of response and overcoming the consequences of storm No. 3 and post-storm floods; issued 15 telegrams; organized inspections and reviews of key areas, adjusted and supplemented plans, prepared forces and means to handle situations. Participated in 08 working delegations of the Party and State; organized 05 working delegations to inspect and direct agencies and units to proactively prepare plans, forces and means to respond to and overcome the consequences of storm No. 3 and post-storm floods in 16 northern provinces and cities.

Agencies and units have promptly adjusted and supplemented plans and solutions to respond to all levels of storms and post-storm circulation; regularly maintained 358,700 officers, soldiers and 5,320 vehicles on standby for rescue missions; reinforced 21,297 m of key dikes; organized flares to notify vehicles operating at sea and called on 51,319 boats with 219,913 people to take shelter from storm No. 3. Helped people to reinforce their houses and structures and evacuate 96,336 households with 374,743 people out of dangerous areas to safe shelters.

Always present in vulnerable, difficult and dangerous places, the Army has mobilized and used 143,700 officers and soldiers; 4,290 vehicles to coordinate with forces to respond to and overcome the consequences of storms and floods. Search and rescue of 870 people; 225 bodies were found, 07 vehicles were handed over to localities; 04 sand suction ships were anchored on the river, not causing insecurity. Coordinated handling of landslide incidents, reinforcing key projects, dykes, dams; repaired and restored power systems, communications, roads, schools, medical facilities, etc.
Support local Party committees, authorities and people in harvesting rice and crops, environmental sanitation, disease prevention and control; research and use specialized means to overcome and clear traffic; organize searches for missing victims and survey and propose plans to salvage bridge spans and vehicles sunk by the collapse of Phong Chau bridge (Phu Tho province); build villages, residential areas, repair houses, stabilize new housing for people, contribute to ensuring social security, restoring production, and stabilizing people's lives.
Representatives of agencies and units under the Ministry of National Defense presented money to support people affected by storm No. 3 through the Central Relief Mobilization Committee.
With the spirit of solidarity, mutual love, mutual assistance, "helping each other", "national love, compatriots' love", agencies and units have donated and supported nearly 157 billion VND through the Central Relief Mobilization Committee, the Vietnam Fatherland Front Committee to support localities affected by storms and floods; supported 66 tons of food, foodstuffs, and necessities for localities severely affected by storms and floods. Units safely and promptly transported 250 tons of rice to support localities in Military Regions 1, 2, 3; transported 66 tons of essential goods worth 10.6 billion VND to support people in Cao Bang province.
Along with that, news agencies and newspapers in the Army and other forces promptly reported on developments of storm No. 3, the situation of rain and floods after the storm; activities of the Army, Militia and Self-Defense Forces and typical examples helping people respond and overcome the consequences, creating a widespread influence throughout the entire Army and the whole country.
In order to promptly encourage and reward collectives and individuals in performing their tasks, on September 30, 2024, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense signed Decision No. 4465/QD-BQP to award Certificates of Merit to 57 collectives and 103 individuals for their outstanding achievements in performing the task of preventing, combating, and overcoming the consequences of storm No. 3.
