On November 5, the Military Region 5 working delegation led by Major General Nguyen Quoc Huong, Deputy Commander of Military Region 5, inspected and directed the response to storm No. 13 (Kalmaegi) at An Hai Border Guard Station, Dak Lak Provincial Border Guard Command.
At the meeting, the delegation listened to reports from An Hai Border Guard Station and leaders of Tuy An Dong, Tuy An Nam and O Loan communes on the implementation of plans to prevent, combat and respond to storms; work to ensure safety for people in areas at risk of landslides and flooding; and plans to prepare forces and means to participate in rescue when situations arise.

Speaking at the inspection, Major General Nguyen Quoc Huong acknowledged the proactive and determined spirit of the units in implementing the work of preventing and fighting storm No. 13. He requested the forces to continue to stick to the area, closely monitor the storm's developments, grasp the situation, absolutely not be subjective or negligent; fully prepare forces, means, and materials, be ready to respond effectively in all situations, not to be passive or surprised.
He emphasized: Units need to closely coordinate with local authorities and relevant forces to synchronously deploy measures to ensure safety for people, especially in vulnerable areas at risk of flooding and landslides; promptly notify and guide ships to safe shelters, arrange reasonable anchorage, ensure absolute safety of people and property, and contribute to minimizing damage caused by storms.
Faced with the complicated developments of storm No. 13, An Hai Border Guard Station has proactively coordinated with local authorities to review dangerous areas; disseminate information and guide fishermen, vessel owners, and cage owners to move their boats to safe shelters; at the same time, consolidate barracks, reinforce houses and warehouses, and prepare adequate materials and means for storm prevention and control tasks.

Lieutenant Colonel Tran Kim Nhan, Head of An Hai Border Guard Station, said: In the area managed by the unit, there are currently 607 fishing boats with 2,969 workers and 9,639 aquaculture cages. The unit has sent officers and soldiers to each area to propagate and mobilize fishermen to proactively tie up and move cages ashore to ensure safety, and at the same time, coordinate with local authorities to support people in relocating and reinforcing houses and vehicles, especially in vulnerable areas.
Currently, officers and soldiers of An Hai Border Guard Station continue to closely coordinate with the government and functional forces, closely follow the area, regularly go to residential areas, rafts and fishing ports to propagate and guide fishermen to respond promptly, ensuring absolute safety before storm No. 13 makes landfall.
Also on November 5, in response to the complicated developments of storm No. 13, Tuy Hoa Border Guard Station, Dak Lak Provincial Border Guard deployed forces to patrol and control the sea, propagate and guide fishermen to bring their boats to safe shelters at Dong Tac fishing port, Phu Yen ward and Bach Dang embankment, Tuy Hoa ward.
The Border Guard Force mobilized, supported and guided 195 fishing boats to suitable anchoring positions, proactively avoiding risks when the weather became complicated.

According to the report of Da Rang Border Control Station, as of 10:00 a.m. on November 5, the entire area had 517 fishing boats with 2,103 workers, of which 83 boats with 468 workers were operating at sea. The unit maintained 24/7 communication with the vehicles, regularly reported weather developments, and guided the boats to move to safe shelters. At the same time, the Border Guard also coordinated to support people in bringing small vehicles such as fishing boats under 6m and basket boats ashore, ensuring absolute safety for people and vehicles.
The proactive and responsible participation of Border Guard officers and soldiers and the cooperative spirit of fishermen have contributed to ensuring safety in coastal areas, demonstrating solidarity, community awareness and determination to join hands in responding to natural disasters.
